As part of the aforementioned works, the Mayor of the Commune of Bangangté, the Contracting Authority, is launching, on behalf of the Bangangté Town Council, an Open National Invitation to Tender under an emergency procedure for the execution of the above-mentioned works in two lots.
Lot 1: (Bangang-Fokam)

Construction of the borehole
Borehole pumping test, treatment and disinfection works
Dewatering equipment;
Piping work
Castle construction work
Supply and installation of a solar photovoltaic pico power plant and maintenance parts;
Formation and installation of a management committee
Batch 2: (Louh-tougwe)

Test pumping, treatment and disinfection of the borehole

Pipe-laying work
Construction work on the equipment room
Rehabilitation work on the distribution network

The estimated cost of the operation following the preliminary studies is :
- For Lot 1: CFAF 23,000,000 including VAT
- For Lot 1: FCFA 20,000,000 including VAT
The works are in two lots.
Lot 1: Construction of a solar-powered drinking water supply system in Bangang-Fokam.
Lot 2: Construction of a solar water supply system at the Louh Tougwe CSI.
N.B: no person may be awarded more than one lot.
The works covered by this invitation to tender are financed by the Public Investment Budget for the 2023 financial year. (MINADER and MINSANTE; for Lots 1 and 2 respectively).
The file may be consulted during working hours at the Bangangté Commune (at the Service de Passation des Marchés, Telephone (675) 16 93 99; 695 98 36 46) as soon as this notice is published.
The file can be obtained from the Bangangté Commune (Service de Passation des Marchés), on presentation of a receipt for payment of a non-refundable sum of fifty thousand (50,000) CFA francs payable to the Bangangté municipal revenue office.
Each tender, drawn up in French or English, in eight (08) copies, one (01) original and seven (07) copies marked as such, must reach the Commune of Bangangté (Service de Passation des Marchés) no later than 27March 2024 at 08:00 local time in a closed envelope and must be marked as follows:

The maximum period set by the project owner for carrying out the work covered by this invitation to tender is three (03) months for each lot.
Each tenderer must enclose with his administrative documents a bid bond in the amount of :

Issued by a first class bank or insurance company approved by the Ministry of Finance and listed in Exhibit 12 of the tender documents, and valid for thirty (30) days beyond the original date of validity of the tenders.
N.B.: The bond is not an administrative document; consequently, its absence or non-conformity will result in the rejection of the tender.
On pain of rejection, the documents required in the administrative file must be produced in originals or in copies certified as true by the issuing department or an administrative authority (Prefect, Sub-Prefect, etc.), in accordance with the stipulations of the Special Rules for Invitations to Tender.
They must be dated less than three (03) months prior to the original tender submission date or have been drawn up after the date of signature of the Tender Notice.
N.B.: The bond is not an administrative document; consequently, its absence or non-conformity will result in the rejection of the tender.
The bids will be opened in one stage.
The opening of the administrative documents and the technical and financial bids will take place on 27 March 2024 at 09:00 a.m. by the Bangangté internal procurement committee.
Only tenderers may attend this opening session or be represented by a duly uthorized person of their choice.
Eliminatory criteria
The eliminatory criteria set the minimum conditions to be met in order to be admitted to the evaluation according to the essential criteria. Failure to comply with these criteria will result in the rejection of the tenderer’s offer.
They include, in particular
1. Obtaining less than 70% of the essential qualification criteria.
2. Omission of a quantified unit price from the financial offer;
3. Misrepresentation or falsification of documents
4. Absence of the bid bond at the end of the opening of tenders
5. Failure to rectify a non-conforming or missing administrative document within 48 hours of the date on which the tenders were opened.
6. Production of an insufficient number of copies of tenders (less than eight)
7. appearing on the list of companies suspended by the ARMP.
Essential criteria
The “essential” criteria are those that are essential or key to judging the technical and financial capacity of the candidates to carry out the work that is the subject of the call for tenders. These must be determined on the basis of the nature and scope of the work to be carried out.

The Contracting Authority will award the contract to the tenderer whose tender is judged to be the lowest.
N.B.: No tenderer may be awarded more than one lot.
Tenderers remain bound by their tender for ninety (90) days from the deadline for submission of tenders.
