As part of the implementation of the Public Investment Budget MINEE, the Mayor of tonga
council, launches a National Open Invitation to Tender for this above mentiones.

The estimated cost TTC of the operation at the end of the preliminary studies is: 50 000 000

The works, objects of this invitation to tender are one batch

Participation in this invitation to tender is open to companies under Cameroonian law with expertise in the field.
The participation of companies in the form of groupings is allowed provided that the Lead Partner is designated and the specific duties of each member of the grouping are clearly indicated in the grouping agreement.

The works that are the subject of this invitation to tender are financed by the Public Investment
Budget 2024.

Upon publication of this notice, the Tender File may be viewed during business hours in the Tonga Council (market services).

The Tender File may be obtained and consulted in the services of the Tonga council (market services), upon publication of this notice, against presentation of a receipt for payment of the nonrefundable amount of 85 000 ( eitht five thousand) Francs FCFA, representing the cost of purchasing the file, payable at the payable to the Municipal Receiver of the Tonga city council.

Each offer written in English or French, in seven (07) copies of which one (01) original and six (06) copies marked as such, must be sent against receipt to the Tonga council (market services), no later than the 16 April 2024 to 10 AM local time and should be marked as follows:

The maximum period provided by the Client for the performance of the work that is the subject of this invitation to tender is three (03) months. This period runs from the date of notification of the Service Order to begin the work.

Each tenderer must attach to his administrative documents, a tender security (conforming to the model attached) drawn up by a financial institution approved by the Ministry of Finance and listed inExhibit 13 of this RFSO and valid for thirty (30) days beyond the original bid validity date of :1 000 000

Under penalty of rejection of the offer, the other required administrative documents (currentlyvalid) must be produced in originals or certified true copies by the issuing service or the competent authority, in accordance with the stipulations of the Supplementary Regulations of the Tender.
They must be dated less than three months before the original date of submission of tenders or have been established after the date of signature of the Tender Notice.
Any offer that does not meet the requirements of this notice and the Tender File will be declared non-responsive. In particular, the absence of the bid bond issued by a financial institution by the Minister in charge of Finance or the non-compliance with the templates of the tender documents will result in the rejection of the bid.

The opening of the folds will be done in a time. The opening of administrative documents,
technical and financial offers will take place on the 16 April 2024  at 11:00 am by the internal Commission for Tonga council Procurement sitting in the room of the said Council
The opening of the folds will be done in a time and in three steps:

The evaluation will be done according to the so-called eliminatory criteria, then
according to the so-called essential criteria according to the binary system (yes or no).
1-Elimination Criteria:
The eliminatory criteria are as follows:
A. Absence or non-compliance of the required documents as prescribed in the DAO after 48 hours B. False statement or falsified document;
C. Omission of the unit price schedule, of a quantified price;
D. Presence of financial information in the administrative or technical offer;
E. Technical note less than 70/100.that means 45 yes on 66
F.Absence of submit caution

- Presentation of the offer (01 criteria)
- References of the company (02 criteria)
- Compliance of Human Resources (02 criteria)
- Compliance of Material Resources (02 criteria)
- Methodology of work, planning,, Site visit report and propositions of Socio-environmental
aspects (03 criteria)
- Financial offers of the company (01 criteria)
NB: Only bids with at least 70% "yes" out of the 100 above will be eligible for the financial evaluation.

The Contracting Authority will award the Contract to the tenderer whose bid has been evaluated the lowest on the basis of the amount Excluding VAT and found to be in conformity with the Tender Documents.

Bidders remain committed to their offer for a period of ninety (90) days from the date fixed for
the submission of bids.

Any additives may be added to this DAO in acc44ordance with the regulations in force.
