The Mayor of the Municipality of Tonga, Contracting Authority, is launching on behalf of BIP 2024 a National Open Call for Tenders for the implementation of the above operation.
The estimated cost of the operation following preliminary studies is 35,000,000 (fifty million)
Participation in this Call for Tenders is open on equal terms to companies under Cameroonian law operating in the field of PUBLIC WORKS BUILDING
The work covered by this Call for Tenders is financed by the BIP MINCOMMERCE: Fiscal year 2024

The tender documents may be consulted and withdrawn during working hours upon publication of this notice with the Tonga Municipality (markets department) upon presentation of the original of a receipt for payment to the municipal revenue of the Commune this Tonga of a non-refundable sum of 60,000 (Sixty thousand) CFA francs.
Each offer written in French or English in seven (07) copies including one original and six (06) copies marked as such must reach the municipality of Tonga (markets department) no later than April 16, 2024 at 10 a.m. sharp local time carring the mention:
OPEN NATIONAL CALL FOR TENDER
The maximum execution time for the work planned by the Project Owner is 04 (FOUR) months for each lot. This period runs from the date of notification of the service order to begin the work.
Each bidder must attach to their administrative documents, a bid bond established according to the model indicated in the Tender Document and the amount of which is: 7,000,000 issued by one of the first-rate banks approved by the Minister in charge Finance or an Insurance Company.
The provisional security will be automatically released no later than 30 days after the expiry of the validity of the offers for unsuccessful bidders. In the event that the tenderer is awarded the contract, the provisional security will be released after the final security has been provided.
Under penalty of rejection, the required administrative file documents must be produced in originals or certified true copies by the issuing service or an administrative authority (Governor, Prefect, Sub-prefect, etc.), in accordance with the stipulations of the Special Regulations of the Call for Tenders.
They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Invitation to Tender.
Any incomplete offer in accordance with the requirements of the Call for Tender Documents will be declared inadmissible. In particular the absence of a bid bond issued by a first-rate bank or an insurance company approved by the Ministry of Finance.
The opening of the folds will be done in one step. The opening of administrative documents, technical and financial offers will take place on April 16, 2024 at 11 a.m. by the Tonga Internal Procurement Commission in the proceedings room of the said Municipality.
13 Evaluation criteria
Elimination criteria
The eliminatory criteria set the minimum conditions to be met to be admitted to the evaluation according to the essential criteria. Failure to comply with these criteria will result in the rejection of the bidder's offer.
These include:
1. -Have obtained less than 70% of the essential qualification criteria. That is 17 yes out of 24
2. - Omission in the financial offer of a quantified unit price;
3. - False declaration, falsified document,
4. Absence of the bid security at the end of the opening of the offers
5. Failure to regularize a non-compliant or missing administrative document within 48 hours from the date of opening of the offers
6. Production of copies of offers in insufficient number (less than seven)
7. Not appearing on the list of companies suspended by the ARMP
Essential criteria
The so-called essential criteria are those essential or key to judging the technical-financial capacity of the candidates to carry out the work, the subject of the call for tenders. These must be determined according to the nature and consistency of the work to be carried out.

The contract will be awarded to the tenderer presenting the lowest “evaluated” offer and meeting the technical and financial capacities (70% of the criteria) required resulting from the so-called essential or eliminatory criteria
Bidders remain committed to their offer for ninety (90) days from the deadline set for submission of offers.
