The Mayor of the Municipality of Tonga, Contracting Authority, is launching on behalf of BIP 2024 a National Open Call for Tenders for the implementation of the above operation.

The estimated cost of the operation following preliminary studies is 50,000,000 (fifty millions)

Participation in this Call for Tenders is open to companies under Cameroonian law with skills in the field.

The participation of companies in the form of a group is permitted provided that the Lead Partner is designated and that the specific responsibilities of each member of the group are clearly apparent in the group agreement

The work covered by this Call for Tenders is financed by the BIP MINDDEVEL: Fiscal year 2024

The tender documents may be consulted and collected during working hours upon publication of this notice with the Tonga Municipality (markets department) upon presentation of the original of a receipt for payment to the municipal revenue of the Municipality of Tonga of a non-refundable sum of 85,000 (Eighty-five thousand) CFA francs.

Each offer written in French or English in seven (07) copies including one original and six (06) copies marked as such must reach the municipality of Tonga (markets department) no later than April 16, 2024 at 10 a.m. sharp local time bearing the words:

The maximum execution time for the work planned by the Project Owner is 04 (four) months. This period runs from the date of notification of the service order to begin the work.

Each bidder must attach to their administrative documents, a bid bond established according to the model indicated in the Tender Document and the amount of which is: 1,000,000 (one million) issued by one of the approved first-rate banks by the Minister responsible for Finance or an Insurance Company.

The provisional security will be automatically released no later than 30 days after the expiry of the validity of the offers for unsuccessful bidders. In the event that the tenderer is successful in the contract, the provisional security will be released after the final security has been provided.

Under penalty of rejection, the required administrative file documents must be produced in originals or certified true copies by the issuing service or an administrative authority (Governor, Prefect, Sub-prefect, etc.), in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Invitation to Tender.

Any incomplete offer in accordance with the requirements of the Call for Tender Documents will be declared inadmissible. In particular the absence of a bid bond issued by a first-rate bank or an insurance company approved by the Ministry of Finance.

The opening of the folds will be done in one step. The opening of administrative documents, technical and financial offers will take place on April 16, 2024 at 11 a.m. local by the Tonga Internal Procurement Commission in the proceedings room of the said Municipality.

The evaluation will be done according to the so-called eliminatory criteria, then following the so-called essential criteria according to the binary system (yes or no). 

1-Eliminatory criteria:

- Absence of submission security;

- Appear on the list of companies suspended by the public procurement authority;

- Not having satisfied at least 70% of the criteria for the analysis of the technical Offers;

- Omission in the Financial Offer of a quantified unit price;

- Absence or non-compliance of an administrative document at the end of the counting and not regularized within forty (48) hours;

- False declaration, falsified document or scanned document;

- Not having completed the services of previous years;

- Production of copies of the Offers in insufficient number (less than seven);

- Certification of previously certified documents;

The contract will be awarded to the tenderer presenting the lowest “evaluated” offer and meeting the technical and financial capacities (70% of the criteria that means 17/24) required resulting from the so-called essential or eliminatory criteria.

Bidders remain committed to their offer for ninety (90) days from the deadline set for submission of offers.
