The estimated cost including tax of the operation upon issuance of the preliminary studies is: Thirty million (30,000,000)

Participation in this Call for Tenders is open to companies under Cameroonian law with skills in the field.

The participation of companies in the form of a group is permitted provided that the Lead Partner is designated and that the specific responsibilities of each member of the group are clearly apparent in the group agreement.

The work covered by this Call for Tenders is financed by the Public Investment Budget for fiscal year 2024.

Upon publication of this notice, the Tender Documents can be consulted during working hours at the Municipality of Tonga (markets department).

The Tender File can be obtained and consulted in the municipality of Tonga (markets department), upon publication of this notice, upon presentation of a receipt for payment of the non-refundable sum of 50,000 (Fifty thousand ) FCFA francs, representing the costs of purchasing the file, payable to the municipal revenue of Tonga

Each offer written in French or English, in seven (07) copies including one (01) original and six (06) copies marked as such, must reach the municipality of Tonga against receipt, no later than APRIL 16, 2024 at 10 a.m. , local time and must bear the following mention:

The maximum period provided by the Project Owner for carrying out the work covered by this Call for Tenders is four (04) months for each lot. This period runs from the date of notification of the Service Order to begin the work.

Each bidder must attach to their administrative documents, a bid bond for the chosen lot established according to the model indicated in the Tender Document and the amount of which is: 600,000 francs (six hundred thousand) Issued by a financial institution approved by the Ministry of Finance and listed in Exhibit 13 of this DAO and valid for thirty (30) days beyond the original date of validity of the offers.

Under penalty of rejection of the offer, the other required administrative documents (valid) must be produced in originals or copies certified by the issuing service or the competent authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must be dated less than three months preceding the original date of submission of offers or have been established after the date of signature of the Call for Tenders.

Any offer that does not comply with the requirements of this notice and the Tender Documents will be declared inadmissible. In particular, the absence of the bid bond issued by a financial institution approved by the Minister responsible for Finance or non-compliance with the models of the documents in the Call for Tender file will result in the rejection of the offer.

The opening of the folds will be done in one step. The opening of administrative documents, technical and financial offers will take place on April 16, 2024 at 11 a.m. by the Tonga Internal Procurement Commission sitting in the proceedings room of the said municipality.

1 elimination criteria

The eliminatory criteria set the minimum conditions to be met to be admitted to the evaluation according to the essential criteria. Failure to comply with these criteria will result in the rejection of the bidder's offer.

These include:

1. -Have obtained less than 70% of the essential qualification criteria. Or an ote of 17 yes sir 24

2. - Omission in the financial offer of a quantified unit price;

3. - False declaration, falsified document,

4. Absence of the bid security at the end of the opening of the offers

5. Failure to regularize a non-compliant or missing administrative document within 48 hours from the date of opening of the offers

6. Production of copies of offers in insufficient number (less than seven)

7. Not appearing on the list of companies suspended by the ARMP

2 Essential criteria

The so-called essential criteria are those essential or key to judging the technical-financial capacity of the candidates to carry out the work, subject of the call for tenders. These must be determined according to the nature and consistency of the work to be carried out.

The contract will be awarded to the tenderer presenting the lowest “evaluated” offer and meeting the technical and financial capacities (70% of the criteria) required resulting from the so-called essential or eliminatory criteria. THAT MEANS 18 YES ON 26

Bidders remain committed to their offer for ninety (90) days from the deadline set for submission of offers.
