FOR THE CONSTRUCTION OF A PEDAGOGIC BLOCK OF EIGHT (08) CLASSROOMS, FOUR(04) OFFICES AND FOUR (04) TOILETS IN GBHS BONADIKOMBO-LIMBE, FARO DIVISION IN THE SOUTH WEST REGION

The works that are subject of the present tender consist of:

WORKS AND STUDIES

The total estimated cost of each of the lots after preliminary studies is one hundred and fifty-nine million (159

000 000)

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts

Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2024 financial year through budget head (imputation) N^O. 220140

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the cabinet of the President of Regional Executive Council, first floor of Regional Assembly Building not later than - /^EÜ2024at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:

 Envelop A : administrative documents;  Envelop B : technical offer;  Envelop C: financial offer.

The maximum execution deadline of the work shall be 06 (SIX) months for each of the lots from the date of notification of Service Order for the commencement of works.

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment and other financial institutions approved by the Ministry in charge of finance, (see list in document No. 11 ofthis tender file), and of an amount ofthree million one hundred and eighty thousand (3 180 000) FCFA, valid for thirty (30) days beyond the date of validity of bids.

Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 09/04/ 2024 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall of the Regional Assembly, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

. Eliminatory criteria They are especially:

        Absence of bid bond,

        False declaration or forged document,

        A technical score of less than 70%,

        Absence of quantified unit price,

 Incomplete administrative file after 48hrs

Essential criteria

General Presentation, compliance with the model bid.

Methodological approach and relevance of proposed solutions; References of the bidder (experience of at least three (03) years in similar works)(attach proof)

        Availability of material and essential equipment

        Experience of key supervisory staff (at least a Senior Civil Engineering Technician or Rural Engineer or equivalence with three (03) years of experience)

        Company Turnover two hundred million (200 000 000) fcfa

        Financial capacity of one hundred Million (100.000.000 FCFA);

        Deadline of execution

The contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99 (a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial Offer.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
