FOR THE CONSTRUCTION OF A BLOCK OF TWO CLASSROOMS EACH IN SOME SECONDARY SCHOOLS IN THE SOUTH WEST REGION IN TWO (02) LOTS

The works that are subject of the present tender consist of:

The total estimated cost of each of the lots after preliminary studies is Forty-one million (41,000,000) FCFA detailed as follows;

The works of this tender are constituted in TWO 02 LOTS BY EMERGENCY PROCEDURE thus.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts

Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2024 financial year through budget head (imputation) N ^O. 220140

The file may be obtained from the same address above as soon as this notice is published against payment of the sum of 40,000 (forty thousand) francs CFA, payable at the South West Regional Assembly Treasury

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the cabinet of the President of Regional Executive Council, first floor of Regional Assembly Building not later than 09/04/2024at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:

           Envelop A : administrative documents;     Envelop B : technical offer; Envelop C: financial offer.

These three (03) envelops shall be in a fourth envelope, sealed and labelled imperatively as follows:

The maximum execution deadline of the work shall be 03 (Three) months for each of the lots from the date of notification of Service Order for the commencement of works

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment and other financial institutions approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of an amount of Four hundred and twenty thousand (420,000) FCFA for lotl, and four hundred thousand( 400 000) for lot 2, valid for thirty (30) days beyond the date of validity of bids.

Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the -09 /04/- 2024 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall of the Regional Assembly, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

The evaluation of bids shall be carried out in three stages:

 1s^t Stage : verification of the presence and conformity of each administrative document ;  2 ^nd Stage : Evaluation of the technical bids ;  3rd Stage: Analyses of the financial bids.

The criteria of evaluation shall be as follows:

Eliminatory criteria

They are especially:

       Absence of bid bond,

       False declaration or forged document,

       A technical score of less than 70%,

       Absence of quantified unit price,

       Incomplete administrative documents after 48 hours

               ii.         Essential criteria

       General Presentation, compliance with the model bid.

       Methodological approach and relevance of proposed solutions; References of the bidder (experience of at least three (03) years in similar works)(attach proof)

       Availability of material and essential equipment

       Experience of key supervisory staff (at least a Senior Civil Engineering Technician or Rural Engineer or equivalence with three (03) years of experience)  Company Turnover fifteen Million (15.000.000 FCFA)

 Financial capacity of Twelve Million (12.000.OOO FCFA);  Deadline of execution

A bidder may be awarded a maximum of two (02) Lots. The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
