Within the framework of the 2024 public Investment budget, the MAYOR of MBANGA COUNCIL Contracting Authority, hereby launches on behalf of MBANGA COUNCIL, with emergency procedure, an open national invitation to tender for the Construction of 20 shops in Kombe-road at a place called automatic toll booth in MBANGA COUNCIL, MUNGO DIVISION,LITTORAL REGION.

Construction works for this tender file concerning the construction of 24 stores in the urban center of MBANGA, Mungo Division, Littoral Region as follow:

These consist essentially of concrete works and second works composed of the quantities comprise of:

• Prbliminary works
• Studies;
• Excavation;
• Foundation;
• Bricklaying;
• Elevation;
• Framework
• Roofing;
• Metal work;
• Electrical Installations;
• Painting;
• Access road and various network.

The estimated cost of the operation is 70,000,000 (Seventy Million)francs CFA.

The works are the subject of one (01) single batch.

Participation in this invitation to tender is open to all enterprises of concerned with Cameroonian law that fulfill the required administrative, financial and technical capacities.

Works which form the subject of this invitation to tender shall be financed by Public lnvestment Budget for MINDDEVEL of the 2024 financial year; transferred to MBANGA Council, defined as follow:

NB: Beyond the submission's deadline, any tenders will no longer be received.

The maximum execution deadline provided for, by the Project Owner for the execution of the works subject of this tender shall be One hundred and twenty (120) days as from the date of notification of the Service Order indicating the starting date of works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the in document 12 of this tender file, of an amount of 1,400,000 (One Million Four Hundred Thousand) francs CFA, and valid thirty (30) days after the expiry date of the offers,

Under pain of rejection, the administrative documents required, must be produces in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer ...) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in a single (01) phase  administrative documents, the technical and financial offers shall take place on on the 08/04/2024 at 12 AM by the Tenders Board attached to the Divisional Delegation of Publics Contracts for Moungo in the Conference Hall.
Only bidders may attend or be duly represented by a person of their choice.

Evaluation criteria
The evaluation will be in accordance with the said eliminatory criteria, the according to the criteria considered essential in the binary system of "Yes" or "No".
Eliminatory criteria :
a)    Concerning administrative documents
- failure to produce, after a period of 48 hours following the opening of bids or after having duly notified the bidder, an
administrative document deemed to be non-compliant or missing;
- absence of the bid bond in the administrative file when bids are opened;
- non-conformity of the tender model;
- false declaration or falsified document (the CIPM and the Contracting Authority reserve the right to proceed with the authentication of any document presenting a doubtful character);
- absence of declaration on honour that no contracts have been abandoned in the last three (03) years;
b)    Concerning the Technical Offer
- False declaration, falsified or scanned documents issued by the competent authorities; - Failure to meet at least 23 Yes /28 of the essential criteria.
c)    Concerning the Financial Offer
Incomplete financial offer for:
- Omission of a quantified unit price in the financial offer;
- Absence of a price sub-detail;
- Tender letter not stamped or dated.
- financial bid less than 80% of the estimated budget.
 
Essentiel criteria :
Failure to valida.te ail of the following critéria will result in the systemàfic rejection of the offer:
B1.    Presentation of the offer ;
B2.    Company references;
B3.    Availability of essential materials and equipment;
B4.    Experience of management personnel;
B5.    Execution methodology
B6.    Sales figures ;
B7.    Proof of acceptance of conditions.
N.B. : Only bids judged to be substantially compilant at the end of the technical evaluation will be taken into account in the financial evaluation.
To be declared technically compilant, each bid must have satisfied ail the eliminatory criteria and obtained at least 23 Yes /28, i.e. at least 80% of the essentiel criteria listed above, evaluated in conformity with the Technical Bid Scoring Grid.

The award of the contract shall be done to the bidder having presented offers in conformity, administrativeiy, technically and financially, and evaluated as being financially the lowest bid.

Bidders will remain committed to the offers for ninety (90) days, from^-the deadline set for the submission of tenders.
