Within the framework of 2020 Public Investment Budget, the Mayor of BatiboCouncil, Contracting Authority,on behalf of the Republic of Cameroon, hereby launches,a Request for Quotation forthe construction of a box culvert at church road AMBO in BatiboSub Division, Momo Division of the North West Region. It is a single lot.

1. 1.      The construction of a box culvert at church road AMBO in Batibo Council, MomoDivisionof the North West Region.

The services of this request for quotation include the

• Lot 100: Preliminary/Earth works ;
• Lot 200: Concrete works ;
• Lot 300: Others.

SINGLE

Participation is open under the same conditions to all Cameroonian companies and business concerned that have proven experience in the field of building construction and civil engineering in general.

The said Works shall be financed by the Public Investment Budget (PIB) of the Ministery of Decentralisation and Local Development MINDDEVEL, for the 2020 financial year assigned to the Mayor of Batibo Council

The tender file may be consulted at the Batibo Council office during working hours, as soon as this tender notice is published.

The file may be consulted and obtained at the Batibo Council office, with effect from the date of signature of this Tender Notice, upon presentation of a receipt attesting to the payment of a non-refundable fee of 12 000 CFA francs (twelve thousand) Francs CFApayable at the BATIBO Council Treasury, representing the cost of purchasing the tender file.

The bill of estimates and quantities of the works to be carried out is to be completed and returned latest 26/05/2020at 10 a.m local time and should carry the inscription:

7. Presentation of the tender file:

The tender file in two (02) volumes shall be enclosed in two sealed envelopes.

• Envelope A containing the administrative documents (Volume 1);
• Envelope B containing the financial/technical offer (Volume 2).

The two volumes shall then be enclosed in a single sealed envelope bearing only the reference of the tender in question.The different documents of each offer shall be numbered as indicated in the tender and separated by dividers of the same colour.

The maximum execution deadline shall be two (02) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the administrative order of work commencement.

Bids for one lot shall be accompanied by a provisional deposit (Bank Guarantee Bond) established in accordance with the model annexed in the tender file by a banking institution approved by the Ministry of Finance and with a sum of 120 000 (One hundred and twenty thousand) FCFA.

The provisional deposit shall be automatically released not later than 30 (thirty) days following the expiry of the validity of the bids for bidders who shall not be retained. In the case where the bidder is awarded the contract, the provisional deposit shall be released after the constitution of the final bond.

The bids not respecting the separation mode of the financial/technical bid from the administrative bids shall be rejected.

Any bid not in conformity with the prescription of this tender notice and tender file shall be declared inadmissible. Especially the absence of a bid bond of a first rate bank approved by the Ministry of Finance and valid for a period of thirty (30) days shall be rejected.

Lest they be rejected, only the originals or certified true copies by the issuing service or administrative authorities of the administrative documents are accepted. They must obligatorily not be older than three (03) months and must be valid during the bid opening session.

Bids will be opened on the 26/04/2020at 11:00 AM in the Conference Hall of Batibo Council, by the Internal Tender’s Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desire.

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

  Evaluation of the bids

The evaluation of the bids shall be done in two (02) steps:

• 1^st step: Verification of the conformity of the administrative file;
• 2^nd step: Evaluation of the financial/technical file.

The criteria of evaluation are the following

-Eliminatory criteria

- Administrative documents

• Any offer not in conformity with the prescriptions of this tender file shall be declared inadmissible. Especially the lack of the provisional guarantee;
• A bid with the external envelope carrying a sign or mark leading to the identification of the bidder.
  • Absence of a document in the administrative file;
  • Any company having a 2018 and or 2019 project(s), notified to commence and which has not yet been received;
  • False declaration or falsified documents.

 - Financial/Technical file

• Incomplete  or non compliant documents;
• False declaration forged or scanned documents;
• Non existence in the technical file of the rubric “organization, methodology and planning;
• Absence of the prefinancing capacity of at least one million, five hundred thousand (1 500 000) CFAF;
• Any company having a 2018 and or 2019 project(s), notified to commence and which has not yet been received;
• Technical assessment mark lower than 80% of “Yes”.
• Incomplete financial offer;
• Non compliant documents;
• Omission of quantified unit price in the financial offer;
• Absence of break down price.

Essential criteria:

The technical offer of the bidder shall be assessed along the following lines

The note of the technical offer will be gotten by addition of marks for every criteria. Only the technical offer having gotten an equal or superior note to 80% of YES will be kept for the financial evaluation.

This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 09/11of the essential criteria taken in account.

The contract will be awarded to the bidder whose bid fulfils the required technical and financial criteria and is deemed to be the lowest, in conformity with the regulations of the Tender Documents and having satisfied to 09/11 of “Yes”.

The bidders shall remain committed to their bids during a period of sixty (60) days from the deadline set for the submission of bids.
