Within the framework of the 2024 Public Investment Budget, the Mayor of Mbanga Council, Contracting Authority, hereby launches in emergency procedure, an open national invitation to tender for the Construction of a simple market shed at Kombe road at a place called automatic toll booth IN THE MBANGA COUNCIL, MUNGO DIVISION, LITTORAL REGION.

The services to be provided include:

• GROUNDWORK
• FOUNDA TIONS
• MASONRY — ELEVATION
• CARPENTRY - ROOFING
• WOOD AND METAL CARPENTRY
• JELECTRICITY
• PAINTING
• JACCESS ROAD AND VARIOUS NETWORKS

Participation in this invitation of tender is opened to Cameroonian Law Firms that fulfill the requirement of.this Tender with justification of Technical and Financial means to execute the work.
However, companies having works abandoned or in progress will not be able to take part.

These works are financed by the Public Investment Budget of MINEDUB, part of the fiscal year 2024, for an eslimated amount of:

The tender file Can be obtained as from the publication of the present invitation to tender at the Mbanga Council, PO box 49 Mbanga, upon presentation of Mbanga Municipal receipt attesting the payment of a non-refundable sum of 40,000 (Fourty Thousand) FCFA, at the Mbanga Municipal Treasury.
On pain of rejection, the receipt must clearly state the number of the Invitation to Tender and must not contain any erasures or elements that could call into question its authenticity.
When collecting the tender document, bidders must register by leaving their full address: P.O. Box, Telephone, Fax, E-mail, on a photocopy of the receipt.

Each offer drafted in English or French in seven (07) copies including one (1) original and six (06) copies, marked as such should reach to the Mbanga Council, PO box 49 Mbanga, not later than 09/04/2024  at 11 O'CLOCK local time and should carry the inscription:

The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be One hundred and twenty (120) calendar days, as from the date of notification of the service order to start the works

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of 430,000 (Four Hundred and Thirty Thousand) CFA francs valid for ninety (90) days beyond.
Under threat of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Special Conditions of the invitation to tender.
They must not be older for more than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

The bids shall opened at once. Both administrative documents, technical and financial offers shall be opened on the 09/04/2024 at 12 AM by the Tenders Board attached to the MBANGA Council in the Conference hall.
.Each bidder may attend the opening session or may be represented by a person of his choice, having an expert and excellent knowledge of the offers.

Bids will be evaluated according to essential eliminatory criteria.
Elimination criteria
The qualifying criteria are as follows:
absence of the bid bond in the administrative file when the bids are opened;
failure to produce, after a period of 48 hours following the opening of bids or after the tenderer has been
duly notified, an administrative document deemed to be non-compliant or missing;
• non-conformity of the tender form; •
false declaration or falsified document whatever the File. To this end, the Contracting Authority and the CIPM reserve the right to authenticate any document of a dubious nature;
Absence of a declaration on honour that it has not abandoned any contracts in the last three (03) years and that it is not on the list of defaulting companies drawn up by MINMAP;
• Absence of proof of acceptance of the contract CCAP and TDR initialled on each page, dated, signed and sealed on the last page with the words read and approved.
• A Works Supervisor who does not have the qualification required in the tender documents;
• Tender having obtained less than 23 Yes /28 i.e. at least 80% of the essential criteria;
• Omission of a quantified unit price in the BPU, the DQE and the SDPU. Absence of a sub-detail of unit prices;
• Production of bids in copy only or in insufficient number.
• Financial offer less than 80 percent of the provisional envelope.

Essential Criterias :
Failure to validate all of the following criteria will result in the systematic rejection of the offer: BT. Presentation of the offer ;
B2 Company references;
B3 Availability of essential materials and equipment;
B4 Experience of management personnel;
B5 Execution methodology ;
B6 Sales figures ;
B7 Proof of acceptance of conditions.
Only bids judged to be substantially compliant at the end of the technical evaluation will be taken into account in the financial evaluation.
To be declared technically compliant, each bid must have satisfied all the eliminatory criteria and obtained at least 23 Yes /28, i.e. at least 80% of the essential criteria listed above, evaluated in accordance with the Technical Bid Scoring Grid.

The Mayor of Mbanga Council, Contracting Authority, will award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not abnormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents.

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
