In order to ensure better visibility of the Institution towards her main targets, the National Investment Corporation of Cameroon is calling for expressions of interest to carry out the complete overhaul of her showcase site which URL is http://www.sni.cm.

The services expected from the service provider include:

• diagnosis of the existing website;
• creation of a new website tree;
• design of the page templates and the visual charter;
• Support for new website control
• marketing support: definition of the marketing mix.

Participation in this consultation is open to any agency / company specialized in the design and realization of websites, based on the Cameroonian territory and having the experience and the technical and financial means necessary to carry out the present request for quotation.

Candidates for this call for expressions of interest must provide the following documents in 02 (two) volumes:

IV.1- Volume 1: Administrative documents

Volume 1 will include the following administrative documents, original or certified, no older than three (03) months and valid for the current financial year:

- a copy of the valid certificate certified by the issuing department and the taxpayer's card;

- the tax certificate;

- the certificate of non-bankruptcy issued by the Registry of the Court of First Instance of the domicile of the candidate;

- a certificate no older than three (03) months signed by the General Manager of the National Social Insurance Fund (CNPS) or his authorized representative certifying that the tenderer has fulfilled his obligations towards the said fund;

- the certificate of non-exclusion from public procurement issued by the Public Contracts Regulatory Agency (ARMP);

- the location plan for the headquarters offices and annex sites.

It is specified that the absence or invalidity of one of the above documents may lead to the inadmissibility of the bid.

IV.2- Volume 2: Technical file

The technical file must include:

- a presentation of the Agency (date of creation, area of ​​expertise, etc.);

- a detailed presentation of the material resources and, in particular, those to be allocated to this mission;

- recent and relevant references concerning the execution of similar works, experience in similar conditions with mandatory mention of the following data: mission wording, country, execution and implementation period, contact person, budget, etc. ;

- shots of similar works carried out.

- the list, competences and responsibilities of the staff to be assigned to the mission with their curricula vitae;

- a methodological note presenting, based on the knowledge, expertise and experience of the members of the proposed team, a work plan specifying their understanding and vision of the mission to be carried out and the organization of the mission, the objectives set and a draft timetable (the final timetable will be agreed on with SNI).

- any observations or suggestions concerning the services and installations to be provided by the Contracting authority;

N.B: All CVs must be accompanied by a certified copy of the announced qualification diplomas.

The file will be evaluated according to the following criteria:

a) Eliminatory criteria

- Incomplete administrative file or non-compliance of administrative documents with  the requirements of the notice of call for expressions of interest

- Falsified documents or misrepresentation

- Technical note less than 70/100

- Absence of evidence (copies of contracts signed and certificates of services made or documents in lieu thereof) of references to similar work;

b) Main criteria

            The main criteria for evaluating tenders will be:

• General presentation of the offer                      : 05 points
• Work organization                                           : 10 points
• Professional references of the tenderer               : 50 points
• Qualification and competence of supervisory staff : 25 points
• Materials:                         10 points

Only candidates who have completed a technical score of at least seventy (70) points out of a hundred (100) points will be included in the short list of companies to be consulted as part of the restricted invitation to tender.
