Within the framework of the carrying-out of his development investment programme, the General Manager of the “société Aéroports Du Cameroun S.A.”, Project owner, hereby launches an open international call for tenders in emergency procedure, for the supply of trolleys luggages of the Younde-Nsimalen International Airport.

The services that form the purpose of this call for tenders shall include supply of three hundred (300) wheeled luggage trolley.

The estimated cost upon completion of studies is approximately one hundred thirty five millions two hundred thousand (135,200,000) CFAF.

The supplies shall not be divided.

Participation to this call for tenders is open on equal conditions to companies operating installed in the Republic of Cameroon, and specialized in the supply of chattels others

The work, which constitutes the purpose of this call for tenders, shall be financed by the budget of theBudget of the ʺsociété Aéroports Du Cameroun S.A.ʺ, 2017 Financial Year.

Bids drafted in English or French, in seven (7) copies, including the original copy and six (6) copies labelled as such, shall be submitted under sealed envelope to the Contract Service of the société Aéroports Du Cameroun S.A. located at the Yaounde-Nsimalen International Airport, not later than on 18/05/2017 at 11 am, and shall be labelled as follows:

FOR THE SUPPLY OF LUGGAGE TROLLEY AT YAOUNDE-NSIMALEN INTERNATIONAL AIRPORT

To be opened only during the tender opening session”

The maximum deadline prescribed by the Project Owner for the delivery of supplies shall be three (03) months. However, the contractual deadline shall be that proposed by the successful bidder.

Each bidder shall enclose to his administrative documents a submission guarantee (bid bond) issued by a first-rank banking institution approved by the Minister in charge of Finance of an amount of two million seven hundred and four thousand (2,704,000) CFA Francs. The bid bond shall be valid for thirty (30) days beyond the tender’s validity deadline that is ninety (90) days.

Under risk being rejected, the other administrative documents required must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Special Conditions of the invitation to tender.

They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible. This applies especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The opening of administrative, technical and financial tenders shall take place on 18/05/2017 at 12 o’clock, by the Tenders Board of the “société Aéroports Du Cameroun S.A.”, in the meeting hall of the Yaounde-Nsimalen International Airport.

Only bidders may take part to the session, or they may be represented by a duly authorized person of their choice with a perfect knowledge of the submission file.

14.1. Eliminatory criteria

• Incomplete administrative file (see RPAO, Page 34) ;

• Incomplete financial file (see RPAO, Page 35) ;
• Absence of manufacturer approval authorizing the commercialization of trolley;
• Absence of manufacturer’s certificate on the availability of spare parts ;
• A number of “YES” less than fourteen (14) all essential criteria ;
• Presentation of a forged document or false declaration.

The contract shall be awarded to the bidder who has submitted the lowest financial bid and with the required administrative and technical capacities.

Bidders shall be bound by their bids for a period of sixty (60) days, with effect from the date of submission of their bids.
