Within the framework of the Execution of the 2024 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE CONSTRUCTION OF A BLOCK OF TWO SUSPENDED CLASSROOMS AT G.S.S IDABATO, NDIAN DIVISION IN THE SOUTH WEST REGION.

The total estimated cost of each of the lots after preliminary studies is Twenty-seven million (27 000 000) FCFA;

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.

Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2024 financial year through budget head (imputation) N°. 220140

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the cabinet of the President of Regional Executive Council, first floor of Regional Assembly Building not later thati'//2024at 10.00 a.m., local time in three (03) distinct envelopes which shah be labelled as follows:

The maximum execution deadline of the worl'ç shall be 03 (Three); months from the date of notification of Service Order for the commencement 

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment and other financial institutions approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of an amount of five hundred and forty thousand (540 000), representing 2% of the total amount valid for thirty (30) days beyond the date of validity of bids.

Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The bids shah be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 17/03/024 at 11.00 a.m., local time by the South West Regional Assembly Internai Tender's Board in the conference hall of the Regional Assembly, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

• General Presentation, compliance with the model bid.
• Methodological approach and relevance of proposed solutions; References of the bidder (experience of at least three (03) years in similar works)(attach proof)
• Availability of material and essential equipment

• Experience of key supervisory staff (at least a Senior Civil Engineering Technician or Rural Engineer or equivalence with three (03) years of experience)
• Company Turnover thirty Million (30.000.000 FCFA)
• Financial capacity of Twenty Million (20.000.000 FCFA);
• Deadline of execution

The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender II file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracta code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest 3 financial offer

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
