As part of the implementation of the 2024 public investment budget of the Ministry of Water and Energy, the Mayor of the Council of Wina, Contracting Authority, Master Project, an Open National Invitation to Tender for the construction of an equipped drilling : in BIGDI (LOT1), DARAM-BILAYE (LOT 2), DOUFAYA (LOT 3), LHIBI-VIGIM (LOT 4), TELKOUA (LOT 5), in Wina Council, Division of Mayo-Danay, Region of Far-Nord.

-     The necessary technical studies;

-     The completion of all the civil works (drilling and equipment of borehole, restoration of sites);

-     Pump test;

-     Supply and installation of hand pump ;

-     Concrete wall protected area;

-     Sanitation of catch area ;

-     Establishment and training of a committee (05 persons) responsible for the management and maintenance of equipment;

-     Provide usual pump element.

The estimated cost of the operation is estimated at eight million five hundred thousand (8.500.000) FCFA per lot.

One bidder can have more than one lot.

Participation in this invitation to tender is open on equal terms to all Small and Medium-sized Enterprises under Cameroon law.

The works subject of this invitation to tender are financed by the Public Investment Budget of the Ministry of Water and Energy 2024 on budget lines of account:

The file can be obtained at the Divisional Office of Wina as soon as this notice is published, on presentation of a receipt of payment of a non-refundable sum 70,000 (seventy thousand) CFA francs, payable to the WINA council.

Each offer written in French or English in seven (07) copies, one (01) original and six (06) copies marked as such, must be submitted to the WINA council, no later than  19/04/2024 at              10 A.M and must be marked:

"To open only in a counting session"

The maximum period provided by the Client for the completion of the works, subject of this call for tenders is three (03) months per lot.

Each bidder must attach to his administrative documents a bid bond issued by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the CAD, in the amount of one hundred and seventy thousand (170 000) Fcfa per lot, valid for thirty (30) days beyond the original date of validity of the offers.

On pain of rejection, the required administrative documents must be produced in original or certified true copies by the issuing service or an administrative authority, in accordance with the stipulations of the Supplementary Regulations of the Appeal 'offers.
They must be less than three (03) months preceding the original date of submission of tenders or have been established after the date of signature of the Tender Notice.
Any incomplete tender in accordance with the requirements of the Bidding Documents will be declared inadmissible, in particular the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance.

The opening of the folds will be done in a time. The opening of administrative documents, technical and financial offers will take place on 19/04/2024 at 11:AM at the WINA council. Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

Elimination Criteria

The eliminatory criteria will focus on:

1. Absence of the bid bond;

2. False declaration or falsified document;

3. The absence of a quantified unit price in the "Financial Offer";

4. The technical score less than 70% of yes;

5. The absence of the purchase receipt from the DAO;

6. The absence of an administrative document after 48 hours from the day of the count.

7. Absence of declaration on honor of not having abandoned a contract during the last three years

On pain of rejection, the bid bond and the banker's statement of bank domiciliation must be produced in originals, the other documents in original or certified copies. These administrative justifications must be less than three (03) months old and conform to the models.

 Essential criteria

The criteria relating to the qualification of the candidates will be indicative of:

Only tenderers with a score of at least 70% yes to the technical evaluation will be admitted to the analysis of the financial tender.

The Contracting Authority will award the Contract to the Bidder whose bid has been found to be substantially compliant with the Bidding Documents and who has the technical and financial capacity to perform the Contract satisfactorily and whose bid has been evaluated the lowest, including any discounts offered.

Bidders will remain committed to their offers for 90 daysfrom the deadline set for the submission of tenders.
