Within the framework of the implementation of its development policy and the improvement of investment crédits consumption, the Président OfThe Régional Council hereby launches an Open National invitation to tender for the (Building and equipment of an laboratory at the Government bilingual high school of Fokoué in Fokoué subdivision, Menoua division (lot 1), building of two classrooms at CETIC of Loung, Fongo-Tongo subdivision, Menoua Division (lot 2), building of two (2) classrooms at CETIC of Balatchi, Mbouda subdivision, Bamboutos Division (lot 3).

The Works subject of this contract include: (post or volume of works).
- Preliminary work;
- Earthworks;
- Laying the foundations;
- Elévation work; 
- Installation of wood and métal supplies;
- Electrical work;
- Plumbing work;

The estimated cost of the opération following prior studies stands Is :
lot 1 : AE : Sixty flve million (65 000 000) CFA Francs (65 000 000),CP : thirty miilion (30 000 000) CFA Francs;
lot 2 : twenty two million (22 000 000) CFA Francs
lot 3 : twenty two million two (22 000 000) CFA Francs

The Works shall be divided into 3 (three) lots as defined in the subject.

Participation in this invitation to tender is open to on equal terms to Cameroonian companies with proven experience in the field: Buildings and Utilities

Works which form the subject of this invitation to tendershall be financed by RLA proper funds, of the 2024 financial year

The file may be consulted during working hours atthe Internai Public Contracts Administrative Management Entity (SIGAMP) ofthe West Régional Councll as soon as this notice is published.

The file may be obtained from Western Régional Council as soon as this notice is published against payment ofa non-refundable sum of75 000 (seventy-five thousand) CFA francs payable at Régional Treasury.

he maximum exécution deadiine provided for by the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender shall be:
lot 1 : four (4) Months for the first phase and two months for the second phase;
lot 2 : four (4) Months;
lot 3 : four (4) Months.

Bach bidder must inctude in his administrative documents, a bid bond issued bya first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 11 of the
tender file of an amount of:
lot 1 : one million three hundred thousand (1 300 000) CFA Francs ;
lot 2 : forty four hundred thousand (440 000) CFA Francs ;
lot 3 : forty four hundred thousand (440 000) CFA Francs.
It shall equally be valid for thirty (30) days beyond the original date of the validity ofthe offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisions! Officer...) in accordance with the Spécial Conditions ofthe invitation to tender.
They must not beolder than three preceding the original date ofsubmission ofbids (3) months or must not have been established after the signing ofthe tender notice.
Any incomplète offer in accordance with the prescriptions of this notice and tender file shati be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
NB. Under penalty of rejection by the services of the Contracting Authority (SIGAMP) at the time of submission, any candidate must présent a copy of the receipt for the purchase of the tender file, the original of which is included in the offer.

The opening ofthe administrative documents, the technica! and financial offers shall take place on 12/04/2024 at 11 AM to the West Régional Council in the meeting hall.
Only bidders mayattend or be duly represented by a person of their choice.
The opening ofthe bid-opening session must be done not laterthan one hour after the time-limit for the submission of bids as specified in the tender file.

1. Eliminatory criterla
The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject ofthe tender. They should not be marked. They shouid be determined depending onthe nature and the content of works to be executed. These are:
i) Missing or non-compliant administrative documents, not regularized within 48 hours;
ii) Misrepresentation, falsified or non-authentic document ;
iii) Non conformity with the submission model;
iv) Omission of a quantified unit price in thefinancial offer;
v) Technical score less than 70 points outof100;
vi) Absence of bid bond;
vii) No commitment onthe honor ofnever having abandoned market in the last three years;
vili) Financial capacity less than orequal to one third of the estimated cost of the project;
ix) Insufficient number documents;
x) Having a 2023 project in progress by the bidder.

Abidder shall meet at least 23 yes/32 to be qualified.

The contracting authority will award the contract to the bidder whose administrative offer is deemed compliant, meeting the required technical and financial capacities resulting from the essential criteria of the Tender Document, and which will be the lowest bidder at the évaluation ofthe financial offer.
