Within the framework of the execution of the2024FEICOM budget financial year, THE MAYOR OF BANGEM COUNCIL the Contracting Authority, hereby launches an open national invitation to tender (Through emergency procedure) for the REHABILITATION AND EXTENSION OF BANGEM GRAVITATIONAL WATER SUPPLY NETWORK, KUPE-MUANENGUBADIVISION, SOUTH WEST REGION. (by Emergency Procedure)

1. The works comprise notably:

SITE INSTALLATION AND MOBILISATION

-      PRELIMINARY STUDIES

CONSTRUCTION OF THE NEW LINE:

• CONSTRUCTION OF MBAT CATCHMENT
• CONSTRUCTION OF 05 BREAK PRESSURE TANKS
• CONSTRUCTION OF A CYLINDRICAL CONE SHAPED STORAGE TANK OF 150M3
• CONSTRUCTION OF VALVE CHAMBER AND TAPS
• PIPING NETWORK

- REHABILITATION AND EXTENSION OF THE EXISTING NETWORK - CONSTRUCTION OF A MODERN TOILET IN BANGEM TOWN

The estimated cost after preliminary studies is CFA Francs three hundred and sixty five million five hundred and fifteen thousand six hundred and thirty six(365,525,636) including taxes.

Comprises a Single lot.

Participation in this invitation to tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of the invitation to tender.

Construction which form the subject of this invitation to tender shall be financed by FEICOM Budget, 2023 financial year.

The tender file may be obtained from BANGEM Town Hall, Contracts Award Service as soon as this notice is published against payment of the sum of two hundred thousand (200,000) CFA francs, payable at BANGEM Council Treasury.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach Contracts Award Service, BANGEM Town Hall not later than 22/03/2024at 10 a.m. o'clock and should carry the inscription:

The maximum duration of execution provided by the Project Owner for the execution of the service forming the subject of this invitation to tender is seven (07) months

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an

amount of seven million three hundred and ten thousand five hundred thirteen(7,310,513)CFA francs and valid for thirty (30) days beyond the date of validity of bids.

The bids shall be opened in a single phase.

The opening of administrative documents, the technical and financial bids on 05/04/2024 at 11 a.m. o'clock local time by the BANGEM Council Tender Board at the Conference Hall of BANGEM Town Hall situated at

BANGEM Town Hall in BANGEM.

• Incomplete technical file;
• False declaration or forged document;
• Absence of site visit report including site pictures;
• Absence of the execution methodology and planning work;

¨       Absence of an environmentalist with the required qualification in the technical staff;

¨       Non-respect of least at 75% essentiel criteria; Financial offer:

• Incomplete financial file or misrepresentation in sub detail pricing;
• Absence of quantified unit price;

¨       Non-compliant documents.

N.B.: Non-respect of at least 75% of essential criteria shall entail rejection of the bid.

1. Award

The contract shall be awarded to lowest bidder futfilling the best technical and financial conditions

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of bids
