The Mayor of BANGEM Council, the Contracting Authority, hereby launches an opened national invitation to tender for the SUPERVISION AND CONTROLOFREHABILITATION AND EXTENSION WORKS OF BANGEM GRAVITATIONAL WATER SUPPLY NETWORK, KUPE-MUANENGUBA DIVISION, South West Region.
The services provided include:
Mission 1 — EXE: Examination of conformity with the project and approval of the execution studies carried out
by the company
Mission 2 — DET-OPC : Management of the execution of works contracts, scheduling and coordination of
worksites
Mission 3 — AOR: Assistance during the Acceptante Operations
The estimatod cost after prelirninary studies is CFA Francs twenty-two million seven hundred and thirty-three thousand one hundred and eight (22,733,108) including taxes.
- Single lot.
Participation in this invitation to tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of the invitation to tender.
Supervision and Control which form the subject of this invitation to tender shall be financed by FEICOM Budget, 2023 financial year.
The tender file shah be consulted during working hours at Bangem Council, General Secretariat, Phone No. 650 083 914 as soon as this notice is published.
The tender file may be obtained from Bangem Council, Contracts Award Service as soon as this notice is published against payment of the sum of fifty thousand (50,000) CFA francs, payable at BANGEM Council Treasury.

The maximum deadline provided by the Project Owner for the execution of the service forming the subject of this invitation to tender is eight (08) months including one (01) month for production of the final report.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of four hundred and fifty-four thousand six hundred anctisigeivo.4454,662) CFA francs and valid for thirty (30) days beyond the date of validity of bids.

The bids shah be opened in two phases.
The opening of administrative documents and the technical bids on 05/04/2024 at 11 a.m. o'clock local lime by the BANGEM Council Tender Board at the Conference Hall of BANGEM Town Hall situated at BANGEM Town Hall in BANGEM.
Only bidders may attend or be represented by a duly mandated persan.
The opening of the financial bids shah take place at the end of the technicai analysis and shall only concern bidders who obtained the minimum required score of 75% of marks.
The eliminatory criteria are the following: Administrative documents:
- Incomplete administrative file or Absence of a bid bond not replaced within 48 hours
¨ False declaration or forged document; Technical offer:
- Incomplete technical file;
¨ False declaration or forged document;
¨ Absence of the execution methodology and planning work;
- Absence of an environmentalist with the required qualification in the technical staff;
- Presence of financial information in the technical offer;
¨ Technical scores less than75% of marks; Financial offer:
¨ Incomplete financial file:
¨ Non-compliant documents.

- Evaluation of bids
The lowest evaluated Financial Proposai (Fm) is given the maximum financial score (SE) of 100.
The formula for determining the financial scores (Sf) of ail other Proposais is caiculated as foliowing:
Sf = 100 x Fm/ F, in which "Sr is the financial score, "Fm" is the lowest price, and
"F" the price of the proposai under consideration.
The weights given to the Technical (T) and Financial (P) Proposais are: T = 0.8 and
P = 0.2
Proposais are ranked according to their combined technical (St) e., the score given during technical evaluation and financial (5f) scores using the weights (T = the weight given to the Technical Proposai; P = the weight given to the Financial Proposai; T P =1) as foliowing:

The contract will be awarded to the bidder whose bid is evaluated as the best bid, i.e, the bid with the highest overall score
Bidders wilI remain committed to their bids for ninety (90) days from the deadline set for the submission of bids.
