Within the framework of the Public Investment Budget 2024, the Mayor of Bangem Council, Project Owner and Contracting Authority, hereby launches an Open National Invitation to Tender, FOR THE CONSTRUCTION (COMPLETION PHASE) OF THE GRAVITATIONAL WATER SUPPLY AT MOMBO-BAJOH

The works comprise the following:

- The construction of Chambers along pipeline;

-      Construction of 25m3 Storage Tank;

-      Supply and installation of pipeline; Construction of public stand taps;

-      Training of water management committee and supply of tool box

1.     : 44.710.000 FRS (Forty Four Million Seven Hundred and Ten Thousand ) Francs CFA

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shah' be financed by Public Invest Budget of the 2024 financial year; Budget Head N°: 58 32 138 0001 641908 464211 851

The complete tender file may be obtained from the Service of award of Contracts, Bangem Council Office, with effect from the date of signature of this Tender Notice, upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of 55 000 FCFA, at the BANGEM COUNCIL TREASURY.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 11 of the tender file of an amount of 894,200 FCFA, with a validity period of thirty (30) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing service or an administrative authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.

In the absence or nonconformity of an administrative document, the bidder has 48 hours to replace or have his bid rejected.

However, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

The bids shall be opened in a single phase on 09/04/2024 at 11 am local time by the Tender Board of the Contracting authority in the Conference Hall of the Bangem Council Office, in the presence of the bidders or their representatives with power of attorney

A bid shall be rejected if:

It lacks A BID BOND or has a non-compliant or absent Administrative document not

replaced within 48 hours;

-           It has any fake or forged document;

It lacks any quantified unit price;

-           It carries any false information.

It does not respect the model documents

The bidder has antecedents of abandoned project(s). The technical score is less than 70%

1. 13.   MAIN QUALIFICATION CRITERIA:

The criteria relating to the Qualification of candidates could indicatively be on the following:

The contract shall be awarded to the qualified bidder with the lowest reasonable financial offer

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
