Within the framework of the 2024 Public Investment Budget, the Mayor of the BANGEM COUNCIL, Contracting Authority hereby launches an Open National Invitation to Tender for the CONSTRUCTION OF DRAINAGE CHANNEL AND CULVERT IN BANGEM TOWN

The services comprise the outcome of the preliminary studies, carried out and the detailed information provided in the technical specifications

NB: Drainage works shah be executed using the Labour-Based Approach (HIMO)

the estimated cost for the works is Forty Five Million (45.000.000) FCFA. 

Works Linder this bid invitation are divided into one (01) lot

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shah be funded by the Public Investment Budget of the 2024 financial year; the estimated cost for the works is Forty Five Million (45.000.000) FCFA. Budget Head No 58 38 111 01 641908 523412 821

The file may be obtained from the Secretariat of Contracts Award Service, BANGEM Council as soon as this notice is published against payment of a non-refundable fee of 55.000 FCFA, payable at the Bangem Council Treasury.

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Secretariat of Contracts Award Service, BANGEM Council not lacer than 16/04/2024 at 10 am and should carry the inscription:

"TO BE OPENED ONLY DURING THE BID - OPENING SESSION

The maximum period provided for the execution of the works is Four (04) months

Bidders must include in their administrative documents, a bid bond issued by a bank approved by the Ministry in charge of Finance and recognized by COBAC featuring on the list in Document 10 of the tender file of an amount of 900.000 FCFA and valid for thirty (30) days beyond the validity of the bids.

Under pain of being rejected, only originals of certified nue copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc) of the administrative documents required, including the bid bond, must imperatively be produced in accordante with the special conditions of the Invitation te tender. They must obligatorily be not eider than three (03) months preceding the date of submission of bids or may be established after the signature of the tender notice.

Any bid not in conforrnity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a bank approved by the Ministry in charge of Finance or the non-respect of the rnodels of the Tender File documents shall lead to outright rejection of the bid without appeal.

Under pain of rejection, the administrative documents _.required shah be produced in their originals or true copies certified by the issuing services, in accordànce with the provisions of the  Special Tender Regulations. The documents shall be dated at most 3 (three) months or must have been established after the date of publication of this bid invitation. The duly signed and stamped bid in accordance with the specimen contained in the bidding package, shall state costs in XAF inclusive and exclusive of taxes.

The bids shah be opened in a single (01) phase on the 16/04/2024 at llam local time by the Tender Board of the Contracting authority in the Conference Hall of the BANGEM COUNCIL. Only bidders or duly accredited representatives with Power of Attorney may attend the opening session.

Evaluation of bids shall be based on the following criteria

15.1     Main Eliminatory Criteria

A bid shah be rejected if:

-        It Iacks bid security (bid bon),

-        False declaration or forged document,

-        Does not conform with Administrative documents, not furnished within 48 hours after opening session The technical/financial specifications are incomplete such as;

• An attestation of site visit signed in truth by the bidder
• A supervisor of works, civil Engineer registered with NOCE with minimum A/L+3 and supervision of minimum 01(ONE) building construction project;
• A pr-financing capacity of a minimum amount of 15.000.000 established by class bank approved
  by Minister in charge for Finance;
• Omission of a quantified unit price in the bid;
• Omission of sub-details of a quantified unit price;

-        The bidder has antecedents of non-execution of contracts.

- Non-justification of implementation of one urban road maintenance project ‘vorth 100.000.000 over the past five (05) years

Not satisfying at least 24 elements of the essential criteria/31

15.2     Main Qualification criteria

The criteria for qualification of candidates should be on the following:

Non-respect of two (02) of the above criteria shah entait rejection of the bid.

NB: the marking scale for bids shah be exclusively the binary method (Yes or No).

The project owner shah award the contract specitied in this Bid invitation to the lowest reasonable bidder that meets the requisite technical  and administrative çapacities.

Bidders will remain committed to their bids for (90) days from the deadline set for the submission of tenders.
