DEVELOPEMENT hereby 'matches an Open National Invitation to Tender by Emergency
Procedure, FOR THE CONSTRUCTION OF LOCKUP STORES MOKUNDANGE
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.
- 1. The estimated costs aller preliminary study is 55,000,000 (FIFTYFIVE MILLION) FCFA.
The tender is open to duly legalized Cameroonian Enterprises that fulfill the requirements of this invitation to tender
The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2024 fmancial year; Budget Head N° 58 27 100 02 641931 523311
Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice at the private secretariat of the mayor's office Limbe II Council.
The complete tender file may be obtained from the Limbe II Council upon presentation of a treasury receipt attesting to the payment of a nonrefundable sum of: 100,000 (ONE HUNDRED THOUSAND) FCFA at the Limbe II Municipal Treasury. (7:30am to 3:30pm).
Each bid drafted in English or French in seven (07) copies including one original and Six (06) copies marked as such, should reach the Mayor's Office Limbe 11 Council on or before 23/04/2024 at 9:00am local time and labeled.
- Envelope A : Administrative Document ; - Envelope B : Technical Document ; - Envelope C : Financial Document.
NB: These three (03) envelopes shah' be put in the forfit envelope and shail be the only one to have the label mentioned overleaf
- 12. Three (03) months.
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of Finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) or Insurance company featuring on the list in Document 11 of this tender file of an amount of: 1,100,000 (ONE MILLION ONE HUNDRED THOUSAND) FCFA.
NB: It is set at 2 % of the estimated amount, all taxes inclusive, and with a validity period of ninety (90) days from the date the bids are opened

The bids shall be opened in a single (01) phase on 23/04/2024 at 10:OOam local time by the LIMBE II Council Internai Tender Board Office, located at the Limbe Il Council building. Only bidders may attend or their duly accredited representatives with Power of Attorney.
- 12. EVALUATION CRITERIA
15.1: ELIMINATORY CRITERIA
Bids shall be rejected when:
1- There's absence of Bid Bond in the administrative documents
2- Failure to present absent document in the administrative offer 48 hours alter opening
3- There's any fake document, False declaration or forged document
4- There's absence of quantified unit price
5- Featuring on the MINMAP list of Enterprises that have abandoned public contract or ongoing contracts
15.2: MAIN QUALIFICATION CRITERIA:
The criteria relating to the qualification of candidates will indicatively be on the following:

NB: Non-respect of two (02) of the Qualification criteria shall entail rejection of the bid.
NB: The marking scale for offers by scoring of points is banned in favor of the binary method (Yes or No). the number of "Yes" points shall be converted to percentage and
only Bids with technical mark of over 70% shall go through the financial analysis
The Contract shall be awarded to the Iowest bidder fulfilling the best technical and financial conditions_
Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
Complementary technical information may be obtained from the private secretariat of the Mayor's Office Limbe II Council; from Monday to Friday between 7:30 am and 3:30pm.
