Within the framework of the execution of the 2024 REGIONAL ASSEMBLY INVESTMENT BUDGET, THE PRESIDENT OF THE SOUTH WEST REGIONAL EXECUTIVE COUNCIL hereby launches an open national' invitation to tender for THE CONSTRUCTION OF A FENCE IN GBHS EKONDO-TITI PHASE 3; NDIAN DIVISION SOUTH WEST REGION

The works comprise notably THE CONSTRUCTION OF a FENCE IN GBHS EKONDO-TITI PHASE 3; NDIAN DIVISION SOUTH WEST REGION. This involves the realization of the tasks outlined in the bills ol quantities and cost estimates and elaborated in the special technical clauses comprising notably:

Preliminary works and actions involving;

Studies and site installation;

-Earth Works ;

Foundation Works ;

Elevation/masonry Works ;

rehabilitation of degraded fence 500m long by 2.7m high)

-        joinery

-        Finishing of construction works for phase I (plastering and painting) of 331m long and 2.7 high

-        Painting ;

External arrangements

The estimated cost alter preliminary studies stands at: FIFTY-SIX MILLION FOUR HUNDRED AND TWENTY-NINE THOUSAND SEVEN HUNDRED AND FORTY-SEVEN (56,429,747)) FCFA.

The works which are subject of this invitation to tender is single lot.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical, financial and legal capacities and who are not under suspension by the authority in charge of public contracts.

Works which formel the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2024 financial years through budget head (imputation) N°. 220140 

The tender file shall be consulted during working hours at the SOUTH WEST REGIONAL ASSEMBLY, precisely at the cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY (SWRA) as soon as this notice is published.

The tender file may be acquired from the SWRA at the cabinet of the President of SWREC as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the south west regional assembly (SWRA) Treasury bearing the amount of Sixty thousand francs (60 000) FCFA. Such a receipt shall identify the concerned bidder

Each bid for drafted in English or French shall be presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed packet containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed packet should reach at the cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY (SWRA), latest thelltni/2024 at 10:00 am local time and should carry the inscription:

                                                                                                                                          Offers which arrive after the deadline date and time shah not be received.

1. The maximum duration of execution provided for by the Contracting AuthorityI is four (04) rnonths. This duration is as from the date of notification of the service order to start work.

Bid bonds for unsuccessful bidders shall be withdrawn not latex than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided.

Under penalty of being rejected, only originals of documents or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordante with the Special Regulations of the invitation to tender. They must not be older than three (3) months before the date set for the opening of bids. Any bid net in compliance with the prescriptions of the Tender File shah be declared Inadmissible. This refers especially to the absence of a bid bond.

The opening of the bids in one phase shah be done °WU//2024 at 11:00 am prompt local time in the Conference Hall of the REGIONAL ASSEMBLY by the REGIONAL ASSEMBLY INTERNAL TENDERS BOARD. Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.

The evaluation of the bids shall be done on predefined technical criteria following the binary process ('ies' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the following:

• Absence of bid bond;

  -      False declaration or falsified documents;

  -     Omission of a quantified task on the bill of quantities and cost estimates;

  -      Non satisfaction of at least 70% of the main qualification criteria

  -      Incomplete administrative documents after the stipulated 48 hours

  14.2. Main qualification (essential) criteria: The evaluation of the bids shall be done on predefined technical criteria following the binary process ('ies' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the following:

  • General Presentation, compliance with the model bid;
  • Financial capacity; 40 million
  • Experience (references) of the enterprise;
  • Company turnover 50 million
  • Personnel to be mobilized
  • Material and essential equipment put at the disposai of the project;
  • Methodology, organization of the site and relevance of proposed solutions;
  • Execution deadline of 04 months

  15. Awards

The contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.

The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids
