Within the framework of the implementation of its development policy and the improvement of investment credits consumption président of the regional counsil for the building of a 3,00X3,00 culvert  at Tyo village on the bridge joining sur la traverse carrefour trois ventes to collège prive de l’Ouest Y/C developement of access road on 1km Bafoussam II Sub division, in MIFI  Division(Lot 1), building of a sustainable bridge on the Chi Mekonguie river on the route RO 611 au PK14+000 Banja Sub division, Haut-Nkam Division(Lot 2), building of two 1.5X1.5 culverts at PK1+500 and PK4+800 and a 2.5X2.5 culvert at PK5+800 on the road RO634 : Houa (Inter N4) -Ha -Lemla-Djione (Inter RO634) in Pete-Bandjoun Council, Koung-Khi Division (Lot 3), building of a 1.50 X 1.50 culvert on the national Road N°5 Bandja-Banka road section in Haut-Nkam Division (Lot 4)

The works subject of this contract include: (post or volume of works).

The estimated cost of the operation following prior studies stands at:

lot 1 : thirty nine million five hundred seven thousand one hundred sixty (39 507 160) Francs CFA.

lot 2 : forty three million eight hundred thirty  thousand three hundred thirty six (43 830 336) Francs CFA.

lot 3 : fifty three million six hundred sixty two thousand five hundred (53 662 500) Francs CFA.

lot 4 : sixty three million (63 000 000) Francs CFA.

The works shall be divided into 4 (four) lots defined as defined above.

Participation in this invitation to tender is open to on equal terms to Cameroonian companies with proven experience in the field of Road Works

The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works subject of this tender shall be 4 Months

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 11 ofthe tender file of an amount of:
lot 1 : seven hundred ninety thousand one hundred forty four (790 144) Francs CFA;
lot 2 : eight hundred seventysix thousand six hundred seven (876 607) Francs CFA;
lot3 : one million seventy three thousand two hundred fifty (1 073 250) Francs CFA;
lot4 : one million two hundred sixty thousand (1 260 000) Francs CFA;
It shall equaliy be valid for thirty (30) days beyond the original date of the validity ofthe offers

NB. Under penalty of rejection by the services ofthe Contracting Authority (SiGAMP) at the time of submission, any candidate must présent a copy ofthe receipt for the purchase ofthe tender file, the original of which is included in the offer.

The bids shall be opened In single phase
The opening of the administrative documents, the technical and financial offers shall take place

Only bidders may attend or be duly represented by a person oftheir choice.
The opening of the bid-opening session must be done not later than one hour after thetime-limit for the submission of bids as specified in the tender file.

1. Eliminatory criteria
The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject ofthe tender. They should not be marked. They should be determined dependlng on  the nature and the content of works to be executed. These are:
i) Missing or non-compliant administrative documents, not regularized within 48 hours;
ii) Misrepresentation, falsifted or non-authentic document ;
iii) Non conformity with the submission model;
iv) Omission of a quantified unit price in the financial offer;
v) Technical score less than 70 points out of 100;
vi) Absence of bid bond;
vii) No commitment on the honor of never having abandoned market in the last three years;
viiij Financial capacity less than or equal to one third of the estiniated cost of the project;
ix) Insufficient numberdocuments;
x) Having a 2023 project in progress by the bidder.

Abidder shall meet at least 26 yes/36 to be qualifled.

The contracting authority will award the contract to the bidder whose administrative offer is deemed compliant, meeting ttie required technica! and financial capacities resulting from the essential criteria of the Tender Document, and which will be the lowest bidder at the évaluation of the financial offer.

Bidders are bound by their offers for ninety (90) days from the final date of submission of tenders.
