Within the framework of the 2024 Public Investment Budget, the Mayor of Idenau Council hereby launches an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION OF A MULTI-PURPOSE BANQUET HALL IN IDENAU (PHASE I)..

The works comprise the outcome of the preliminary studies carried out and the detailed information provided for in the technical specifications

The estimated cost after preliminary studies is 100 000 000 FCFA.

Participation is open to duly legalized Cameroonian enterprises that fultil the requirements of this invitation to tender.

Services, subject of this invitation to tender shall be funded by the Public Investment Budget of the 2024 financial year as follows: BUDGETARY HEAD:

The file may be consulted during working hours (7:30 am — 3:30 pm) at the General Secretariat, Idenau Council as soon as this notice is published.

The file may be obtained from the office of the General Secretariat, Idenau Council as soon as this notice is published against payment of a non-refundable sum of 100 000 FCFA for the tender to the Idenau Municipal Treasury with an acknowledgement receipt thereof.

such, should reach the General Secretariat, Idenau Council on 15/04/2024 at 10.00 am local time and labelled.

Envelope A : Administrative bid;

Envelope B : Technical bid ;

Envelope C : Financial bid.

NB: These three (03) envelopes shall be put in the fourth envelope and shall be the only one to have the

label mentioned below

The maximum deadline provided for by the Project Owner for the execution of the works forming the subject of this invitation to tender is five (05) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File, of an amount of 2 000 000 F CFA and valid for thirty (30) days beyond the date of validity of bids.

Under pain of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the Special Conditions of the Invitation to tender. They must flot be older than three (03) months.

Any bid flot in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The bids shall be opened in a single (01) phase on 15/04/2024 11.00 am local time by the Idenau Council Internai Tenders Board in the Conference Hall, located at Idenau Council premises. Only bidders may attend or their duly accredited representatives with Power of Attorney.

The criteria for qualification of candidates should be on the following:

• Access to credit or other financial sources (50 million francs at least):       Yes / No
• References of similar jobs: Yes / No
• Availability of material and essential equipment     : Yes / No
• Experience of supervisory staff: Yes / No
• Methodology                Yes/No
• Turnover as in business license above or equal to 100 million francs CFA; Yes/No Non-respect of two (02) of the above criteria shall entail rejection of the bid. NB: the marking scale for bids by award of points is banned in favour of the binary method (Yes or No).

The Contract shall be awarded to the contractor fulfilling the best technical and financial conditions.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
