The Mayor of Guéré Council, Contracting Authority, hereby issues an Open National Invitation to tender for the rehabilitation of GUIBI-DJOUGOUMTA road, hereby launches an open national invitation to tender. The concern is the road maintenance in the Mayo-DANAY Division, Far-North Region.

     The service involve the following tasks inter alia:

• Preparatory work;
• Excavation work
• Approaches adjustment;
• Amenities;

Traffic keeping on.

 As far as works are concerned , an estimated amount of sixty five millions (65,000,000) CFA F is allocated for this contract by the Public Investment Budget  of the Fiscal Year 2024, line

The application to this invitation to tender is open with equal conditions to Cameroon-Law related firms & companies experienced in Building and Civil Engineering.

       By this invitation to tender, interested companies are called upon to provide authentic information which will be helpful for the choice of the one that can meet the needs of the required service after an in-depth and objective appraisal of its application file.

PIB FISCAL YEAR 2024

The tender documents may be consulted during working hours at the technical service of the Guéré council.

The tender documents may be obtained at Guéré Council. Upon presentation of a receipt of payment into the Municipal Treasury of GUERE Comcil of a non-refundable fee of sixty thousand (60,000) CFA F.

Drafted in English or French and in septuplicate (7) including one (1) original and six (6) copies labelled as such, tenders shall be submitted in a sealed envelop and against a receipt at the particular secretariat of the Mayor of Guéré Council in Guéré, no later than of 15/04/2024  at 10 a.m., local time. They shall bear the following

DISCLOSE ONLY DURING THE EVALUATION SESSION OF TENDER APPLICATIONS”

                        NB: Beyond the submission’s deadline any tender will no longer be received.

The execution deadline sets by the Foreman is tree (03) months. This period includes the Rainy seasons, weather and some other factors with effect from the day of works’ notification; signing’s date of contract.

         Each applicant will include in his administrative file a deposit( in compliance with the model attached) issued by a first- class banking institution approved by the Ministry in charge of Finance and whose the list features in Document twelve (12) of the tender file, and valid for thirty (30) days with effect from the tender- validity deadline. The deposit’s amount stands at one million and three hundred thousand (1 300 000) CFA F.

Lest they be rejected, should compulsory be submitted only the originals and copies of the other required administrative documents (valid) certified by either the issuing service or an administrative authority in keeping with the requirements of the special tender regulation.

They must date less than three (3) months and valid on the day of the tender disclosure.

Tenders disclosure will be done in one stage on 15/04/2024 at 11.00 a.m. prompt at the meeting Hall of the Guéré council in the presence of the tender applicants. Only them may attend the opening session or have themselves represented by a duly person of their choice (even in case of joint venture) having a sound knowledge of their file.

    c) The turnover of at least one hundred thousand millions (100,000,000) CFA F for the last three (3) years in Road Works sector.      

     d) Failure to show proof as the main contractor of road maintenance or renovation’s building site over the last three (3) years.

f) Absence in the technical proposal of a column indicating the organization, planning and understanding of the project.

      g) Failure to score at least thirty nine (39) essential criteria over fifty-five (55)

Financial offer

a) Incomplete financial tender

b) Non-compliant file

c) Omission of a quantified unit price from the price schedule

d) Absence of prices sub-detail

ESSENTIAL CRITERIA

        Assessment of the technical proposal will be carried out on the basis of fifty-five (55) main criteria shared as follows:

       a) Presentation based on three (3) criteria

       b) The company’s training personnel based on fifteen (15) criteria

      c) The availability of the required equipment based on fifteen (15) criteria

      d) Work planning based on thirteen (13) criteria

       e) The company’s prefinancial references and abilities based on twelve (12) criteria

The Mayor of Guéré council, Contracting Authority, shall award the contract to the bidder, whose offer is considered the lowest, in compliance essentially with the prescriptions of the invitation to tender.

Bidders shall remain bound by their bids for a period of ninety (90) days with Effect from the tender-submission deadline mentioned above.
