Within the framework of the 2024 Public Investment Budget, the Governor of South West Region on behaIf of the Minister of Secondary Education hereby launches an Open National Invitation to Tender by Emergency Procedure for the Construction Works of the South West Regional Delegation of Secondary Education Annex

Building type G+2 with a Canteen Phase 1

The works comprise the outcome of the prelirninary studies carried out and the detailed information provided in the technical specifications. (Document 

1. 3.        : The estimated cost after prelirninary studies is one hundred and fifty million (150.000.000) FCfA

1. 3.        The tender is open to duly legalized Cameroonian enterprises with proven experience in building construction and that fulfill the requirements of this invitation to tender.

The works which are the subject of this invitation to tender shah be financed by Public Investment Budget of MINESEC 2024 Financial year; Budget Head No: 58 25 107054419190523112

Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the Governor Office South West, Buea or on the ARMP online publication platform.

1.    The complete tender file may be obtained from the Governor's Office South West, Buea, Room 5 upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of one hundred and twenty-five thousand (125.000) fcfa at the Regional Treasury Buea, (7:30ant ta 3:30pnt).

1.       Each bidder must include in his/her administrative documents a bid bond issued by a first­rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of three million (3.000.000) fcfa.

NB: It is set at 2 % of the estimated amount, all taxes inclusive, and with a validity period of ninety (90) dans from the date the bids are opened.

The bids shall be opened in a single (01) phase on the  16/04/2024 at 11:00am localµtime by the Regional Tenders Board in the Conference Hall of the Governor's Office, South Wes^-t. Buea. Only bidders may attend or their duly accredited representatives with Power of Attorney.

1. : ELIMINATORY CRITERIA

1-      Absence of bid bond in administrative document.

2-      Failure to present missing or regular documents in administrative offer 48 hours after opening

3-      Fake documents, faise declaration or forged documents

4-      Absence of quantified unit price

5-      Featuring on the MINMAP list of suspended enterprises.

6-      Deadline for del ivery beyond the prescribed duration.

7-      Bids with external envelopes carryin2 marks of identification.

15.2: MAIN QUALIFICATION (ESSENTIAL) CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

1-       Annual turnover of at least: One Hundred Million FCFA                                                             Yes / No

2-    Attestation of Solvency from a recognized bank not less than 80,000,000 FCFA Yes / No

3-    Enterprise's references                                                                 Yes / No

4-    Methodology                                                                              Yes /No

5-    Availability of material and essential equipment                                   Yes / No

6-    Experience of supervisory staff

7-    General presentation (to be in conformity with table of contents and bearing separators for each

8-    Special technical clauses carrying initiais on ail pages and duly signed by the contractor on the last page.

9-    Site visit report duly signed by the contractor.

NB: The minimum score for technical qualification shah! be 75 percent.

The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions in accordance with Article 99 of the Public Contracts Code

Bidders shah be.bouncl by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
