Within the framework of the 2024 Budget of the Ministry of Public Works Road Fund Line, the Mayor of BAMUSSO Council; Delegated Project Owner and Contracting Authority hereby launches an Open National Invitation to Tender for the FOR THE REHABILITATION OF
A BRIDGE OVER RIVER MONGOSSI ALONG ILLOANI — MOKOKO BAROMBI
ROAD IN BAMUSSO COUNCIL ROAD SECTION; BAMUSSO municipality in
Ndian Division of the SOUTH West Region.
The works shall involve the following tasks:
- Demolition of affected slab
> Clearing of the site
Reinforced Concrete dose at 350Kg/m3
> Mix hand rails
Reinforced Concrete beckon
- Painting with anti-rust paint
> Signalization type A or B
> Maintaining of circulation > Etc
The estimated cost after preliminary studies is 23,000,000 (twenty three million) CFA Francs.
Participation to this invitation to tender is open to Cameroonian enterprises that are in compliance with the fiscal laws.
Works which form the subject of this invitation to tender are financed by the Budget of the Ministry of Public Works Road Fund Line 2024

The maximum duration provided by the Contracting Authority for the execution of the works forming the subject of this invitation to tender is four (04) calendar months
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 460,000 CFA (four hundred and sixty Francs CFA. valid for thirty (30) days beyond the date of validity of bids. As per article 90 (9) of the Public Contract Code (Decree No. 2018/366 OF 20 June 2018), certified cheques or bank cheques are acceptable in the place of bid bond.

The bids shall be opened in a single phase. The opening of the administrative documents, the Technical and Financial offers will take place on the 24/04/2024 at 11 AM local time. at the Conference Hall of office designated by the Contracting Authority (at the BAMUSSO Council Hall), by the BAMUSSO Council Internai Tender's board. Only bidders may attend or be represented by duly mandated persons of their choice.
Absence of the bid bond
- Elimination during the evaluation of bids by the adhoc commitee
- Absence or non-conformity of an element in the administrative file;
- Deadline for delivery higher than prescribed;
- False declaration or falsified documents;
- A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
- Incomplete financial file;
- Change of quantity or unit of the Tender file in the financial bid;
- Non respect of %=75%of essential criteria;
During the opening session of the bids if a document of the administrative bid is absent or noncompliant, the bidder will be given fourty eight (48) hours to produce or replace said document else will be eliminated during the evaluation of the bids. No such document will be accepted after this deadline.

- Quality of the personnel;
- Technical organization of the works;
- Safety measures on the site;
- Logistics;

Absence of or insufficient bid bond ieads to outright rejection of the bid
14.2. Main qualification (essential) criteria: The evduation of the bids shall be done on predefined technical criteria following the binary process ('Yes' or 'Nol. The criteria relating to the qualification of candidates will indicatively be on the following:
- General Presentation, compliance with the model bid;
- Financial capacity;
- Ongoing job within the municipality
- Experience (references) of the enterprise;
- Personnel to be mobilized
- Material and essential equipment put at the disposai of the project;
- Methodology, organization of the site and relevante of proposed solutions;
- Mastery of the terrain
- Duration of execution.
The jobbing order/contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordante with article 99 of the Public Contracts code. That is, if shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
