The Director of NASPW hereby issues an Urgent Open National Invitation to tender for the supply of the teaching aid (laboratory equipment) to the National Advanced School of Public Works, Yaoundé.
The services, objet of this tender are distributed in one lot: the supply of the material of geotechnical laboratory
74 000 000 (seventy four millions) CFA
Participation in this tender is open to Cameroonian law contractors with expertise in this field.
The Tender File can be consulted during working hours at the Project Owner’s Secretariat at NASPW Yaoundé, P.O. Box 510 Yaoundé, Tel: 222 23 09 14; Fax: 222 22 18 16 immediately after publication of this invitation to tender.
The Tender File can be withdrawn upon publication of this notice, at the Project Owner’s Secretariat at NASPW Yaoundé, P.O. Box 510 Yaoundé, Tel: 222 23 09 14; Fax: 222 22 18 16 upon presentation of a receipt of payment of a non-refundable sum of fifty thousand (50,000) CFA francs into the account titled “Compte d’Affectation Spécial” (CAS-ARMP) No. 335 988 60001-94 at any BICEC branch.
Each tender written in English or French, in sextuplicate including, 1 (one) original and 5 (five) copies marked as such, should reach the Project Owner’s Secretariat at NASPW Yaoundé in a sealed envelope, no later than 25th April 2017, at 12 noon, local time either by registered mail with acknowledgment of receipt or submitted against a receipt. It should be marked:
“Urgent Open National Invitation to Tender No.001/AONO/MINTP/CIPM-ENSTP/2017 of 04th April 2017 for the supply of the teaching aid (laboratory equipment) to the Yaoundé National Advanced School of Public Works”
“To be opened only at the opening session.”
The completion time frame is three (03) months.
Each bidder shall accompany his administrative documents with a bid bond (conforming to the attached model) issued by a first-class bank approved by the Ministry in charge of Finance and COBAC, and valid for one hundred and twenty (120) days from the tender opening date. The bid bond shall be
1 480 000 (one million four hundred eighty thousand) CFA F.
Lest the tender be rejected, only the originals of the required administrative documents or copies thereof certified by the issuing authority, in accordance with the provisions of the Special Tender Regulations, shall be submitted. They must not be older than three (3) months on the date of submission of tenders or should have been established after the date of signature of the Invitation to Tender.
Any tender not meeting the requirements of this Notice and of the Tender File, particularly due to the absence of a bid bond issued by a first-class bank approved by the Minister in charge of Finance and COBAC. Non-compliance with Tender File models, will lead to the reject of tender.
Tenders will be opened once; on 25th April 2017, at 1 p.m. prompt by the NASPW Internal Tenders Board in the reading room of the NASPW library.
Only Tenderers may attend the opening session or be represented by a duly authorized person of their choice with sound knowledge of the file.
a) Forged documents or false declarations ;
b) Incomplete or non-complying administrative documents;
c) Inadequate or lack of financial capacity ;
d) Failure to meet at least 80% of the qualification criteria;
e) Previous failure to execute a similar contract, or ongoing litigation with NASPW Yaoundé;
f) Non execution of at least one similar allowance during the last five (05) years.

The contract will be assigned to the tenderers presenting the least saying offer and filling the requisite technical and administrative capacities.
Tenderers shall be bound by their tenders for a period of 90 (ninety) days from the tender-submission date.
