The participation in the present file tenders is opened to the equality of conditions to companies (societies) and companies or grouping of companies of right (straight) Cameroonians, having an experience (experiment) turned out in the field of electrification.

By the present file tenders, the interested companies are invited to supply in their offers, the authentic information which will allow to hold (retain) those being able to realize the services (performances) after a thorough and objective evaluation of its file (case).

The object of the present Call for tenders, are financed by the Budget Credits transfer of HINA, Exercise 2024.

From publication of the present opinion (notice), the File (Case) of Call for tenders can be consulted at the working hours with the HINA council, Contracting Authority.

Record the file for Tenders may be obtained from the Municipality of HINA, upon publication of this notice, upon submission of a receipt of payment of a non-repayable sum for the purchase costs of the file of thirty thousand (30,000) CFA francs from the Municipal Treasury.

Every offer, drafted in French or in English , in seven (07) exemplary of whom one (01) Original and six (06) readable copies marked as such, corresponding to the prescriptions of the File of Call for tenders, will have to be put down against receipt under folds closed, with the  HINA council, Contracting Authority, at the latest 23/04/2024 at 09 pm hours, local time and will have to carry the mention:

N° 003/ONIT/C-HINA/CIPM/SG/2024 OF 25/03/2024 EMERGENCY PROCEDURE FOR THE WORKS OF  SOLAR EQUIPMENT IN HEALTH CENTERS OF BERING AND GAMDOUGOUM, HINA SUBDIVISION, MAYO-TSANAGA DIVISION,

FAR-NORTH REGION.

Two (02) months

Every tenderer will have to join to his administrative documents a pledge of submission (In compliance with the model joined in appendix) established by a first-rate bank approved by the Ministry of Finance and the list of which appears the part 12 of the CAD, to the amount of four hundred and seventen thausand (417 000) CFA francs, and valid during thirty (30) days beyond the original date of validity of the offers.

At the risk of discharge of the offer, the other administrative documents required (of current validity) must be necessarily produced in originals and in certified true copies by the broadcasting (issuing) service(department) or an authority, dating less than three ( 03 ) months and confirms the day of the opening of folds, according to the conditions of the Particular Regulation(Payment) of the Call for tenders. They will necessarily have to be of current validity according to the regulations in force.

The opening of folds will be made in one (01) times on 23/04/2024  at 10 pm precise hours in the meeting room of HINA council, in the presence of the tenders.
Only the tenders can attend this opening session or be represented by a single person there (even in case of grouping) of their choice having a perfect knowledge of the file(case).

12.1-eliminatoryCriteria

12.1.1: Administrative parts

a) Incomplete File or parts non in conformity; or not authentic

 b) falsified Part.

12.1.2: Technical offer

a) Incomplete File or parts inconformity;

b) False claim, documents falsified or scanned;

c) Turnover in the Electrification in solar system during three (03) last year’s lower than fourth million (20 000,000) Francs CFA;

d) not to have justified a realization during three last years, as principal entrepreneur, of a building site of work of electrification;

e) Not existence in the technical offer of the topic “organization, methodology and planning”;

f) Not satisfaction, at least, to 70% of the essential criteria.

12.1.3: Financial offer

a) Offers financial incomplete;

b) Parts inconformity;

c) Omission in the financial offer of a quantified unit price;

d) Absence of a under-detail of price;

e) Under-detail of unrealistic and erroneous price.

12.2: Essential criteria the evaluation of the technical offers will be made on the basis of essential criterion 50 below:

 a) Presentation on 2 criteria;

 b) Experiment of the company 4 criteria;

c) supervisory staff of the company on 19 criteria;

d) the plant equipment to be mobilized on 8 criteria;

e) the methodology of execution on 13 criteria;

f) References and capacity of prefinancing of the company on 4 criteria.

The Mayor of the Commune of HINA, Contracting authority, will award the contract to the tender whose offer, qualified technically, will have been evaluated after checks of its prices and will have been with the lowest offer considered to be substantially in conformity with the File of Invitation to tender

The tenders remain committed by their offers for one ninety (90) days period, as from the deadline fixed for the handing-over of the offers.
