The Mayor of Foumbot Council, Contracting Authority, hereby launches an Open National Invitation to tender for the above works.

The consistency ofthese works is detailed in the "Detailed estimate" and in the "Unit Price List" ofeach lot.

The works shall be divided into two (02) lots defîned as follow

Participation in this tender shall be open on equal conditions to ail Cameroon-based public works contractors.

Works under this tender shall be financed by the PIB MINEE 2024.

The tender document may be consulted during working hours at the Foumbot Council.

The tender documents may be consulted and obtained at the Foumbot Council, général secrétariat upon présentation of an original of a non-refundable treasury receipt of payment into the Foumbot Council Treasury as 80 000 (Eighty thousand) FCFA.

Each offer Drafted in English or French and in seven (07) copies, including one original and six (06) copies, labelled as such, tender shall be submitted in a sealed envelope and against a receipt at the unit of launching of tenders of the Internai Commission in charge of Public Contracts situated at the Foumbot Council, not later than 15/04/2024 at 08 o''clock They shall bear the following:

The maximum exécution deadiine provided for by the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender is in the table. The overall exécution time frame indicated above includes the rainy season.
The maximum exécution time frame ofthe works is \vith effect from the date of notification ofthe notice to proceed work.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file ofan amount of the board before and valid for thirty (30) days beyond the original date ofthe validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Offlcer...) in accordance with the Spécial Conditions of the invitation to tender.
They must not be more than three months preceding the original date of submission of bids (3) months or must not have been estabiished after the signing ofthe tender notice.
Any incomplète offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible.
Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

Eliminatorv criteria

• Bids shall be eliminated according to the following criteria:
• To be under a termination conséquence (article 102 of the public contracts code);
• Failure of satisfying at least 70% ofthe criteria during the bid's évaluation;
• Non justification of at least one required reference ;
• Omission of a quantified price unit in the financial offer ;
• incomplète Administrative Document ;
• False déclaration, forged or scanned documents;
• Certification of previously certified documents.

Essential criteria

• Bids shall be evaluate according to the following criteria:
• The présentation of the offer (02 criteria);
• Supplier's référencés (05 criteria) ;
• Expérience ofsupervisory staff (06 criteria) ;
• Materiai and essential equipment (10 criteria);
• The exécution methodology, the planning, the site's visit report and proposais of exécution (05 criteria);
• The financial offer ofthe candidate (02 criteria).

The contract will be awarded to the bidder with the least offer who acquires the required technieal and administrative capacities.

Tenderers shall be bound by îheir tender for a period of ninety (90) days with effect from the tender-submission deadline.
