The Mayorof Foumbot Councll, Contracting Authority, hereby launches an Open National Invitation to tender for the above works.
The consistency of these works is detailed in the "Detailed estimate" and in the "Unit Price List" of each lot.
The estimated cost ofthe transaction at the endofthestudies are 50 000 000 (Fifty millions) francs CFA Hors Taxes
The works, whicli are the object ofthis open national invitation to tender concems one (01) lot.
Participation in this tender shall be open on equal conditions to ail Cameroon-based public works contractors.
Works under this tender shall be financed PIB MTNEE 2024.

The tender documents may be consulted and obtained at the Foumbot Council, (Public Contract Service) upon présentation of an original of a non-refundable treasury receipt of payment into the Foumbot Council Treasury as One hundred thousand (100 000) FCfa
Each offer Drafted in Engiish or French and in seven (07) copies, inciuding one original and six (06) copies, labelled as such, tender shall be submitted in a sealed enveiope and against a receiptat the unit of launching of tenders of the Internai Commission in charge of Public Contracts situated at the Foumbot Councll, not later than 15/04/2024 at 08 ho*clockThey shall bear the following:
The maximum exécution deadiine provided for by the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender is in the table. The overall exécution time frame indicated above includes the rainy season.
The maximum exécution time frame of the works is with effect from the date of notification of the notice to proceed work.
Each bidder must include in his administrative documents, a bid bond of 1 500 000 (un million cinq cent mille) francs CFA issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of the board before and valid for thirty (30) days beyond the original date of the validity of the offers
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Ofïîcer...) in accordance with the Spécial Conditions of the invitation to tender.
They must not be more than three months preceding the original date of subraission of bids (3) months ormust not have been established after the signing ofthe tender notice.
Any incomplète offer in accordance with the prescriptions ofthis notice and tender fiie shall be declared inadmissible. Especially the absence ofa bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

Eliminatorv criteria
Bids shall be eliminated according to the following criteria:
> Absence of honor déclaration do not abandon a work in 2023;
> Administrative file (nocompliance of an administrative file) notcompleted in 48 h;
> Incomplète financial file;
> False statements or falsified documents;
> Obtain less than 70%of yes on the essentialscriteria of technical offers;
> Get an abandon or contract cancel during 2022 or 2023 fmancial year;
> Omission ofa quantify unit price;
Get a contract in the course ofexécution because ofcompany.
Essential criteria
- Bids shall be evaluate according to the following criteria:
- The présentation of the offer (02 criteria);
- Supplier's référencés (05 criteria) ;
- Expérience of supervisory staff(06 criteria) ;
- Material and essential equipment (04 criteria);
- -The exécution methodology, the planning, the site's visit report and proposais of éxecution (05 criteria);
- The financial offer of the candidate (02 criteria).

Tenderers shall be bound by their tender for a period of ninety (90) days with effect from the tender-submission deadiine.
