Within the framework of the 2024 Budget of the Ministry of Public Works, Road Fund Line 2024 ­2025, the Mayor of Limbe I Council; Delegated Project Owner and Contracting Authority hereby launches an Open National Invitation to Tender for the FOR MAINTENANCE WORKS OF

MAFANY QUARTERS FROM NEW BOTANIC GARDENS COUNCIL RESTAURANT TO GHS LIMBE ROAD

The work comprises the outcome of preliminary studies carried out and detailed information provided in the technical specification document

The estimated cost after preliminary studies is One hundred and fifty Million (150,000,000) FCFA

distributed as follows:

- Phase 1(2024): 70,000,000 (Seventy Million) CFA Francs inclusive of tax.

- Phase 2 (2025): 80,000,000 (Eighty Million) CFA Francs inclusive of 

Participation to this invitation to tender is open to duly legalised Cameroonian enterprises that fulfil the requirements of this Invitation to Tender

Works which form the subject of this Invitation to Tender is financed by the Budget of the Ministry of Public Works - Road Fund Line 2024 - 2025

The file may be consulted during working hours from 7.30am- 3:30pm at the office of the Municipal Treasurer Limbe I Council

The file may be obtained from the Limbe one council upon presentation of a treasury reciept attesting to the payment of one hundred and Fifty thousand (150.000) FCFA. Payable at the Municipal treasury, representing the a cost of purchasing the tender file.

Each offer drafted in English or French in 07 (seven) copies including 01 (one) original and 06 (six) copies should reach the Limbe I Council Chambers on or before 29\04\2024 at 10 AM local time in

three (03) distinct envelops which shall be labelled as follows:

-       Envelop A: Administrative documents;

-       Envelop B: Technical offer;

-       Envelop C: Financial offer.

These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:

The maximum duration provided by the Contracting Authority for the execution of the works

forming the subject of this Invitation to Tender is twelve (12) months:

- Six (06) months for works of phase 1 (2024)

- Six (06) months for works of phase 2 (2025)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment or insurance company approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File. of an amount of3  000.000 CF^,-, (Three million Francs CFA), valid for thirty (30) days beyond the date of validity of bids.

"To be opened only during the bid-opening session"

1. Opening of bids:

The bids shall be opened in a single phase. On the 29\04\2024 at 11:00AM local time. In the conference hall of the Limbe I Council. Only bidders or dully accredited representative with (power of attorney) shall attend.

1. Absence or insufficient bid bond.
2. Absence or non-conformity of administrative documents 48 hours after bid opening
3. False declaration or falsified documents;
4. A bid with the externe: envelope carrying a sign or mark leading to the identification of the bidder;
5. Absent of quantified unit prices.
6. Change of quantity or unit of the Tender file in the financial bid;
7. Less than 70% of the qualification criteria.
8. If the company is short Iisted in the list of blacklisted companies.

B. Main qualification criteria

The criteria relating to the qualification of candidates will indicatively be on the following:

NB: Non-respect of two (02) of the Qualification criteria shall entai! rejection of the bid

1VB: The marking scale for offers by scoring of points is banned in _.fitvor of the hinary nzethod (Yes or No).

The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions

Bidders shall be bound by their bids for a validity period of six (06) months for each phase with effect from the date of Opening of Bids.

Complementary technical information may be obtained during working hours at the Limbe 1 Council from Monday-Friday between 7:30am to 3:30pm
