As part of the implementation of the Public Investment Budget (BIP) for the 2023 financial year, The Upper-Nkam Senior divisional officer (Contracting Authority launches an open national for tender on ECONOMY, PLANNING AND REGIONAL DEVLOPMENT REHABILITATION WORK IN UPPER-NKAM DIVISIONAL DELEGATION
The works concerned in this Invitation to tender comprise all the building trades provided within the framework of the bills of quantities and cost estimates, especially:
The works include:

The estimated cost for the works after the preliminary studies shall be CFA F Eighteen million (18 000 000).
The works consist of a single lot, hereafter designated: Realization of the ECONOMY, PLANNING AND REGIONAL DEVELOPMENT REHABILITATION WORK IN UPPER-NKAM DIVISIONAL DELEGATION
Participation in this Restricted Invitation to tender shall be open to all enterprises based in Cameroon, showing proof of good aptitudes in terms of the construction of buildings accommodating the public.
The services the purpose of this Open National Invitation to tender shall be funded by the 2024 Public Investment Budget, Imputation:« 57 22 024 451740 524311 351. Bid bond
The Tender Document may be consulted during working hours upon the publication of this Notice in the Support Unit in the launching of Invitations to tender messenger service.
Upon the publication of this notice, the document may be obtained from the senior divisional Office immediately as soon as this notice is published, on the presentation of a receipt attesting to the payment of a non-refundable sum of CFA F thirty thousand(30 000), to the Public Treasury of a non-refundable sum.
Bids drafted in English or in French, in seven (07) copies including one (01) original and six (06) copies labelled as such, shall be placed in a stamped and sealed envelope, with no indication of the identity of the bidder, and submitted in the Support Unit in the launching of Invitations to tender messenger service, on 19 Avril 2024 at 11 :00 a. m.; local time and should be labelled as follows
The maximum performance period provided by the project owner for the execution of the works which constitutes of this invitation to tender shall be three (03) months with effect from the notification of the commencement Order for the start of the works.
Each bidder should include in their administrative documents, a bid bond amounting CFA F three hundred and sixty thousand(360,000), issued by a first rank bank approved by the Ministry in charge of Finance and of which the list features in document 12 of the DAO, valid for thirty (30) days beyond the original date of the validity of bids.
The other required administrative documents should absolutely be produced in originals or in certified true copies by the issuing service or an administrative authority (Governor, Senior Divisional Officer, Sub-Divisional Officer), in accordance with the Special Regulations of the Tender Document.
They should absolutely be dated not more than three (03) months prior to the date of submission of the bids or having been issued after the date of signing the Invitation to tender.
Any bid not compliant to the prescriptions of this Notice and Tender Document shall be declared inadmissible. Notably, the absence of a bid bond issued by a first rank bank approved by the Ministry in charge of Finance or the non-compliance of model Tender Documents, shall entail the rejection of the bid.
NB : The cheques,even certified,shall notbe acceptedfor and in the placeof bid bond.
The opening of administrative, technical and financial bids will be undertaken in one (01) phase and three steps:
1st Step : Opening of envelope A containing the administrative documents (Volume I);
2nd Step : Opening of envelope B contalninq technical documents (Volume II);
3rd Step : Opening of envelope C containing the financial bid (Volume Ill)
The opening will take place on '1 g AVR 202i at 11 :00 am local time in the conference room by the divisional
Tender Board for Buildings and Public Amenities in the hall based at the divisional office.
Bids received after the deposit date and time limit indicated shall not be accepted
1 Eliminatory criteria
- Absence of the bid bond or bank guarantee at the opening of the bids;
- False declaration or falsified document;
- Noncompliance or absence of a document after the 48 hours regular extended time, except the bid bond that should not be given extension time.
- Less than seventy per cent (70°/o) or 20 yes /27 of the qualification criteria obtained at the evaluation of the technical offer r;
- Omission of the unit price of a quantify task in the unit price memo or quantified in the estimate;
- Enterprises suspended for the public market.
13.2. Essential criteria
Technical bids shall be scored according to the following essential criteria:

The contract shall be awarded to the bidder presenting the lowest bid and fulfilling the required financial, technical and administrative requirement resulting from the criteria said to be essential or eliminatory.
Bidders who present anormally low bids would be disqualified following regulation in place which prescribes obtention the expertise of Public Contract Regulatory Agency (PCRA) after seeking explanation from the bidder concerned.
Bidders shall remain committed by their bids for a period of ninety (90) days with effect from the deadline set out for the admission of bids.
