The estimated cost of the operation following prior studies stand i 15 000 000 (One hundred fifty millions) FCF A all taxes
The works consist of a single lot here in after designated: rehabilitation works of the road
Participation in this Invitation to Tender is open on equal terms to Cameroonian companies established
in Cameroon with proven experience in the field of Public Works and Building.
The works covered by the Invitation to Tender are financed by the Public Investment Budget of the
Ministry of Public Works, fiscal year 2024.
The tender file may be consulted during working hours at the UPPER-NKAM DIVISIONAL OFFICE and/or Public works Delegation upon publication of this invitation to tender notice.
Upon publication of this invitation to tender, the tender file can be obtained from the UPPER-NKAM DIVISION (Contracting Authority) upon presentation of the original of a receipt for payment to the Upper-Nkam Treasury of a non-refundable sum of (120 000) one hundred twenty thousand) CF A francs representing the costs of acquiring the tender file
Ea~h offer written in French or English and in seven (07) copies, including one(06) copies marked as such, must reach the UPPER-NKAM DIVISION, no later than 19/04/2024 at 10 am precise against receipt and must bear the mention
The maximum execution deadline provided by the Contracting Authority for the provision of services is
three (03) months. This period runs from the date of notification of the Service Order to start the work.
The provisional bid bond is 3 000 000 (Three millions) FCF A. It will have to be established according to the model indicated in the tender file and delivered by a first class banking establishment or financial organization approved by the Ministry in charge of Finance and whose list appears in part 12 of this tender file and valid for thirty (30) days beyond the original date of validity of the offers.
Under pain of being rejected, the provisional bid bond must imperatively be produced in original dated less than three (03) months.
Under penalty of rejection, the required administrative documents must be produced in originals or certified copies by the issuing services or an Administrative Authority, as the case may be, as indicated by the RPAO. They must be dated less than three (03) months before the opening of the bids or have been established after the original date of signature of the notice of invitation to tender.
Any incomplete offer in accordance with the prescriptions of the Tender Documents will be declared inadmissible, in particular the absence of the bid bond.
N.B.: Any offer presented after the time fixed for the deposit will not be opened and will be returned to the tenderer.
The bids will be opened in one time on from 11 am precise by the Upper Nkam Division Procurement Commission attached to the Prefecture office in the presence of tenderers or their duly authorized representatives and having perfect knowledge of the files for which they are responsible.
- Main eliminatory criteria
• Absence of bid bond;
• False declaration, falsified document;
• Absence of an administrative document in the offer and not regularized within 48 (forty-eight)
hours after the opening of the offers;
• Technical score below 70% (seventy percent) of all essential criteria or "YES";
• Non-respect of the conditions for article 6 of the tender;
• Omission in the financial offer of a quantified unit price;

The Contracting Authority will award the contracts to the tenderer whose offer has been evaluated as the lowest and which, in accordance with the Tender Documents, meets the required technical and financial capacities. Bidders presenting outliers (abnormally low) will be disqualified according to the prescribed regulatory procedure, namely obtaining the opinion of Public Contract Regulatory Agency (PCRA) after having first questioned the bidder concerned.
Bidders remain bound by their offers for a period of90 (Ninety) days from the deadline set for the
submission of offers.
