Within the framework of the Public lnvestment Budget 2024, the Mayor of Tinto Council, Contracting Authority, hereby launches an Open National Invitation to Tender (BY EMERGENCY PROCEDURE), FOR THE OPENING OF A ROAD TO A QUARRY SITE IN NCHEMBA I (5.57km) IN TINTO MUNICIPALITY

This rehabilitation works takes into account aspects according to current standards and according to the rules of art. The works include the following:

-     Site installation

-          Earth works

-          Drainage

The works are defined within the norms and standards of construction of public contract, in the general terms of order of works and bill of quantities - estimated in this contract.

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2024 financial year Budget Head N°: 1Z05702 and N°:59 36 126 01 644910 523514 881

I nterested eligible bidders may obtain further information during working hours as from the date of publishing of this tender notice, at the Secretariat of Tinto Council, Tel: 675 78 64 62/677 43 47 25.

The complete tender file may be obtained from the General Secretariat of Tinto Council or from the Technical Service upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of Fifty thousand (50 000) FCFA, at the Tinto Council Municipal Treasury.

Each bid drafted in English or French in six (06) copies including one (01) original and five (05) copies marked as such, should reach the General Secretariat of Tinto Council, against a receipt not later than 18/04 1 2024 at 09 am, local time in three (03) distinct envelops which shall be Iabelled as follows:

-   Envelop A: administrative documents; ­- Envelop B: technical offer; -     Envelop C: financial offer.

These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:

MUNICIPALITY.

The maximum period provided for the execution of the works is fixed at three (03) months.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of Five hundred thousand (500 000) with a validity period of thirty (30) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

MUNICIPALITY.

The bids shah' be opened in a single (01) phase on the 18/ 04 / 2024 at 10:00 am local time by the Tender Board of the Contracting Authority in the TINTO COUNCIL Conference Hall, at the COUNCIL CHAMBERS in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

Any bid not meeting with the requirements of the Tender File will be declared

inadmissible. The ehiminatory criteria are identified as follows:

v  Forged documents in the Tender Files;

v  Antecedent of bad execution of similar work or on-going legal suit with Government;

v  Lack of bid bond or false bid bond;

v  Absence of attestation of site visit signed by the Mayor of Tinto Council.

13. MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following:

The non-respect of two (02) criteria out of seven (07) shah' cause the elimination of the bid.

The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically.

A bidder may bid for more than one lot, but only one (01) lot shall be awarded per bidder.

Bidders shah' be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
