Within the framework of the 2024 Public Investment Budget, the Mayor of Mundemba Council on behalf of the Minister of Housing and Urban Development hereby launches an Open National Invitation to Tender by FOR THE PURCHASE AND INSTALLATION OF 25 SOLAR STREET LIGHTS IN STRATEGIC AREAS IN MUNDEMBA 'TOWN.

The works comprise_. the outcome of the preliminary studies carried^. out and the detailed information provided in the technical specifications.

The estimated cost after prélirninary studies is thirty five millon cfafrs                                                                                                                                                              

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2024 financial year budgetary head: 583810802641936464211821

The maximum deadline provided by the Project Owner or Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose List is found in document No. 12 of the Tender File, of an amount of Seven hundred thousand

700 000 CFAF and valid for thirty (30) days beyond the date of validity of bids

The bids shalL be opened in a single (01) phase on the 16/04/2024 at 11 am. local time by the Tenders Board of the Contracting Authority at the Conference Hall of Mundemba Council. Only bidders may attend or their duly accredited

representatives with Power of Attorney 

i. Main Eliminatory Criteria

- A bid shall be rejected if:

- It lacks bid bond;

- The technical score is less than the

minimum required;

- It has any fake or forged document;

- It lacks any quantified unit price;

- It cardes an3'rtalse information.

- It dôes not reSpect the model documents

ii.  Main Qualification criteria

The criteria for qualification of candidates should be on the following:

v Access to credit or other financial sources (17.5 million francs at least) Yes / No

• References of similar jobs; Yes / No
• Availability of material and essentialbequipment                 Yes / No

• Experience of supervisory staff Yes / No
• Methodology                Yes/No

       • Turnover as in business license above or equal to 17.5 million francs CFA; Qualified personnel relevant to the job.

Non-respect of two (02) of the above criteria shall entai! rejection of the bid.

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in con.fprmity with the Tender. File and Who. haS the_•reqûired techniça1 and financial c^.ariaeities to execute the contract satisfactorily 'and whose bid was evaluated as the lowést by inclùding, where necessary, proposed rebates.
