- Within the framework of the 2024 Public Investment Budget, the Mayor of Isangele Council on behalf of the Minister of Housing and Urban Development hereby launches an Open National Invitation to Tender by emergency procedure
FOR THE COMPLETION OF PAVED ROAD AT ATAKPA STREET
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.
The estimated cost after preliminary studies is 40 000 000 FRS.
Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.
Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2024 financial year budgetary head•.......................

The file may be obtained from the secretariat of the mayor of Isangele Council as soon as this notice is published upon presentation of a treasury receipt attesting te the payment of a non-refundable fee of 75.000 FCFA, payable at the Isangele Council Treasury.

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.
Each bidder must include in his
administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 800 000 CFAF and valid for thirty (30) days beyond the date of validity

The bids shall be opened in a single (01) phase on the 03/04/2024 at Ilam local time by the Tenders Board of the Contracting Authority at the Conference Hall of Isangele Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.
- i. Main Eliminatory Criteria
A bid shah be rejected if:
It lacks bid bond;
The technical score is less than the minimum required;
It has any fake or forged document;
It lacks any quantified unit price;
It carries any false information.
It does not respect the model documents
- ii. Main Qualification criteria The criteria for qualification of candidates should be on the following: .Access to credit or other financial sources (20 million francs at least) Yes / No
. References of similar jobs; Yes / No
. Availability of material and essential equipment Yes / No
. Experience of supervisory staff Yes / No
. Methodology Yes/No
Turnover as in business license above or equal to 20 million francs CFA;
- Qualified personnel relevant to the job.
The Contracting Authority shah award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
