1.  Within the framework of the 2024 Public Investment Budget, the Mayor of Isangele Council on behalf of the Minister of Housing and Urban Development hereby launches an Open National Invitation to Tender by emergency procedure

FOR THE SOLAR STREET LIGHT AT ISANGELE, 1SO-OBO AND DIBONDORIKPA Nature of services

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

The estimated cost alter preliminary studies is 35 000 000 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation te tender shall be funded by the Public Investment Budget of the 2024 financial year budgetary head^{.........................}

The file may be consulted during working hours at the secretariat of the Mayor of Isangele Council as soon as this notice is published.

The file may be obtained from the secretariat of the mayor of Isangele Council as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 70.000 FCFA, payable at the Isangele Council Treasury.

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the secretariat of the Mayor of Isangele Council not later than 18/04/2024 at 9:OOam and should carry the inscription:

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.

4. Bid bond

Each bidder must inc lude in hi s administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No, 12 of the Tender File, of an amount of 700 000 CFAF and valid for thirty (30) days beyond the date of validity of bids

"To be opened only during the Bid - opening session

The bids shall be opened in a single (01) phase on the 03/04/2024 at llam local time by the Tenders Board of the Contracting Authority at the Conference Hall of Isangele Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

1. i.        Main Eliminatory Criteria

A bid shall be rejected if:

It lacks bid bond;

The technical score is less than the

minimum required;

It has any fake or forged document;

It lacks any quantified unit price;

Tt carries any false information.

It does not respect the model

1. ii.      Main Qualification criteria The criteria for qualification of candidates should be on the following:

• Access to credit or other financial sources (17.5 million francs at least) Yes / No

        . References of similar jobs; Yes / No

         . Availability of material and essential equipment          Yes / No

• Experience of supervisory staff Yes / No
• Methodology         Yes/No
• Turnover as in business license above or equal to 17.5 million francs CFA;
• Qualified personnel relevant to the job.

• Non-respect of two (02) of the above criteria shall entai/ rejection of the bid.

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
