The work under this Invitation for Bids include the following transactions whose list is not exhaustive:

-   Preparatory work and installation of the site

-   Reinforced abutment

The maximum deadline for each execution of the works shall be three (03) months. 

Each bidder shall enclose in their administrative documents a provisional guarantee of XAF 200. 000 (Two Hundred thousand francs) issued by a first class banking institution approved by the Minister in charge of Finance.

Under pain of rejection, the provisional guarantee shall be obligatorily produced in its original dated not more than 3 (three) months.

For unsuccessful bidders, the provisional guarantee shall be released 30 (thirty) days after the bid validity deadline. For successful bidders, the provisional guarantee shall be released only after constitution of the definitive guarantee.

The opening of bids shall be done in one phase on the 26 April 2017 as from 01a.m., local time, by the Tenders Board of the Mefou and Afamba Division. Only bidders or their duly authorized and well informed representatives shall attend this session.

Bid assessment shall be based on the following criteria:

   14.1 Eliminatory criteria

-       false declaration or forged documents;

-       lack of complete administrative document;

-       non-compliance of Bid with the specifications of the Bidding Documents in accordance with the provisions of article 28 of the General Tender Regulations;

-       omission in the bid of a quantified unit price;

-       bid scoring less than 14 positive elements in the technical assessment;

-       Abandonment of projects of the past three years.

C- Equipment                                           04 points

Details of these essential criteria are specified in the assessment grid included in the Special Tender Regulations.

The contract will be attributed to the bidder presenting the least tender and for filling the technical capacities and administrative required.

To be attributed of two lots the bidder most presents two distinct groups of personal and two games of equipment’s.

The bids shall be valid for 90 (ninety days) with effect from their submission deadline.
