1.Objet New(Additif)

The Mayor of ISANGELE Council, the Contracting Authority, hereby launches an open national invitation to tender FOR THE CONSTRUCTION OF A REINFORCED CONCRETE BOX CULVERT 2x2.00x1.50M ON AKWA-ISANGLE ROAD IN ISANGELE COUNCIL, NDIAN DIVISION, SOUTH WEST REGION

2.Consistance des prestations New(Additif)

The works comprise : - Lot 100: INSTALLATION - Lot 200: EARTHWORK - Lot 300: STRUCTURE

3.Cout Prévisionnel New(Additif)

The estimated cost alter preliminary studies is CFA Francs 18,336,476 including taxes

4.Participation et origine New(Additif)

Participation in this invitation to tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of the invitation to tender.

5.Financement New(Additif)

rehabilitation which foret the subject of this invitation to tender shall be financed by FEICOM's Budget 2024 financial year.

6.Consultation du Dossier New(Additif)

The file may be consulted during working hours at ISANGELE COUNCIL, Service for award of contracts as soon as this notice is published

7.Acquisition du Dossier New(Additif)

The file may be obtained from ISANGELE COUNCIL, Service for award of contracts as soon as this notice is published against payment of the sum of twenty five thousand (25,000) CFA francs, payable at ISANGELE Municipal Treasury.

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach ISANGELE COUNCIL, Service for award of contracts not later than 19/04/2024 at 9:00 a.m. o'clock and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum deadline provided by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose List is found in document No, 12 of the Tender File, of an amount of 366.730 CFAF and valid for 30 days beyond the date of the validity of bids.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach ISANGELE COUNCIL, Service for award of contracts not later than 19/04/2024 at 9:00 a.m. o'clock and should carry the inscription:

12.Ouverture des Plis New(Additif)

The bids shall be opened single phase. The opening of administrative documents and the technical and financial bids on 19/04/2024 at 10 a.m. o'clock local time by the ISANGELE Tenders Board situated at ISANGELE COUNCIL Town Hall. Only bidders MAY attend or be represented by a duly mandated person.

Eliminatory criteria

The eliminatory criteria are the following: Administrative documents:

¨       Incomplete administrative file;

  • Absence of a bid bond
  • False declaration or forged document; Technical offer:

¨       Incomplete technical file;

  • False declaration or forged document;

¨       Absence of the execution methodology and planning work;

¨       Presence of financial information in the technical offer;

  • Non-respect of least at 80% essential criteria;

 

Financial offer:

¨    Incomplete financial file; Absence of quantified unit price;

¨  Non-compliant documents.

ii. Essential criteria The criteria relating to the qualification of candidates are the following:

The contract shall be awarded to lowest bidder fulfilling the best technical and financial conditions

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of bids
