Within the framework of the 2024 Public Investment Budget, the Mayor of Idabato Council on behalf of the Minister of Public Health hereby launches an Open National Invitation to Tender FOR THE CONSTRUCTION OF 11T AT Idabato - 1 ^st Phase.

The works comprise the tasks described and the detailed information provided in the technical specifications.

The estimated cost after preliminary studies is 30 000 000 Fcfa.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

6.          Financing

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2024 financial year budgetary head: 58 40 047 06 641911 464211 611.

The file may be consulted during working hours at the secretariat of the Mayor of Idabato as soon as this notice is published.

The file may be obtained from the secretariat of the mayor of Idabato Council as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 30000FRS payable at the Idabato Council Treasury.

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the secretariat of the Mayor of Idabato council not later than 5¯/42024 at I Oam and should carry the inscription:

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative docutnents, a bid bond issued by a first-rate banking establishinent approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of

The bids shall be opened in a single (01) phase on the / /2024 at 1 lam local time by the Tenders Board of the Contracting Authority in the Conference Hall of Idabato Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

Main Eliminatory Criteria

A bid shall be rejected if:

   It lacks bid bond;

   The technical score is less than the jninimtlll) required;

It has any fake or forged docurnent;     It lacks any quantified unit price;

It carries any false infortnation.

            It does not respect the model documents

   The bidder has antecedents of abandoned or uncotnpleted projects.

ii.         Main Qualification criteria

The criteria for qualification of candidates should be on the following:

 Access to credit or other financial sources (25 million francs at least) Yes / No

         References of similar jobs;                  Yes / No

         Availability of material and essential equipment                  Yes / No

         Experience of supervisory staff                                     Yes / No

        • Methodology                Yes/No

 Turnover as in business license above or equal to 25million francs CFA;

•• Qualified personnel relevant to the job.

Non-respect of two (02) of the above criteria shall entail rejection of the bid.

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
