Within the framework of the 2024 Public Investment Budget, the Mayor of Kombo Itindi Council on behalf of the Minister of Water and Energy hereby launches an Open National Invitation to Tender FOR THE ELECTRIFICATION OF BARRACKS WITH THERMAL POWER PLANT.
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.
The estimated cost after preliminary studies is 50 000 000 FRS.
Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.
Services which form the subject of this invitation to tender shall be funded by the
Public Investment Budget of the 2024 financial year budgetary head:

The file may be obtained from the secretariat of the Mayor of Kombo Itindi Council as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a nonrefundable fee of 50 000 FCFA, payable at the Kombo Itindi Council Treasury.
Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the secretariat of the Mayor of Kombo Itindi Council not later than 4/5/2024 at I Oam and should carry the inscription.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 1 000 000 CFAF and valid for thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single (01) phase on the 04/05/2024 at 1 lam local time by the Tenders Board of the Contracting Authority in the Conference Hall of Kombo Itindi Council. Onlybidders may attend or their duly accredited representatives with Power of Attorney.
- Main Eliminatory Criteria
A bid shall be rejected if:
It lacks bid bond;
The technical score is less than the minimum required;
It has any fake or forged document; It lacks any quantified unit price; It carries any false information.
It does not respect the model documents
The bidder has antecedents of abandoned or uncompleted projects.
- Main Qualification criteria
The criteria for qualification of candidates should be on the following:
Access to credit or other financial sources (35 million francs at least) Yes / No
References of similar jobs; Yes / No
Availability of material and essential equipment Yes / No
Experience of supervisory staff Yes / No
Methodology Yes/No
Turnover as in business license above or equal to 35 million francs CFA; Qualified personnel relevant to the job.
Non-respect of two (02) of the above criteria shall entail rejection of the bid.
The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
