Within the framework of the Execution of the 2024 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR REHABILITATION OF MUEBAH-EBONEMIN WATER INSTALLATION, BANGEM SUBDIVISION IN KUPE MUANENGUBA DIVISION
The works that are subject of the present tender consist of:
- Mobilisation and site installation Rehabilitation of catchment
- rehabilitation of a storage tank and treatment station
- rehabilitation of Pipelines network
- Installation of stand taps and control chamber
- Protection and maintenance

The total estimated cost of all the project after preliminary studies is Twenty-four million nine hundred and ninety- five thousand seven (24 995 700) FCFA
Participation is opened to all duly registered Cameroonian enterprises with the necessary technica and financial capacities who are not under suspension by the authority in charge of public contracts
Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2024 financial year through budget he (imputation) N O. 220150

The maximum execution deadline of the work shall be 03 (Three) months from the date o notification of Service Order for the commencement of works.
Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate financial establishment approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of an amount of Four hundred and ninety-nine thousand nine hundred and fourteen (499 914) FCFA, representing 2% of the project amount and valid for thirty (30) days beyond the date of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The bids shall be opened in a single phase. The administrative, opened on, the 29/04/2024 at 11.00 a.m., local Regional Assembly Internal Tender's Board in the conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
The evaluation of bids shall be carried out in three stages:
1st Stage : verification of the presence and conformity of each administrative document ; 2 nd Stage : Evaluation of the technical bids ; 3 rd Stage: Analyses of the financial bids. The criteria of evaluation shall be as follows:
i. Eliminatory criteria They are especially:
Absence of bid bond,
False declaration or forged document,
A technical score of less than 70%,
Absence of quantified unit price,
Incomplete administrative documents 48hrs after bid opening
ii. Essential criteria
General Presentation, compliance with the model bid.
Methodological approach and relevance of proposed solutions; References of the bidder

Availability of material and essential equipment
Experience of key supervisory staff
Financial capacity fifteen million (15 000 OOOFCFA);
Company Turnover twenty million (20 000 000) fcfa
Deadline of execution
The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions o the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids
