Within the framework of the Execution of the 2024 MINTP PUBLIC INVESTMENT BUDGET ROAD FUND LINE 2024, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER THE MAINTENANCE OF THE MUYUKA - MUNYENGE ROAD SECTION IN FAKO DIVISION, SOUTH WEST REGION (27 KM)
The works comprise of the following;
i. Preparatory works / Installations Site installation.
Bringing and folding of equipment
Provision for security and project launching.
ii. Cleaning and earth movements Clearing of vegetation (grass and trees along the runway).
Earthworks (removing of land slide, cut and throw, rocky excavation, lateritic filling, purges, construction of platform, grading, compaction, bulldozing, etc).
iii. Drainage system
Opening of river bed.
Supply and installation of metallic culverts.
Construction of culvert heads in stone masonry
iv. Stæctures (concrete culverts)
Reinforced concrete culverts.
Geotechnical studies
The estimated cost after preliminary studies is three hundred million (300 000 000) CFA francs all taxes inclusive.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.
Works which formed the subject of this invitation to tender shall be financed by the MINTP PUBLIC INVESTMENT BUDGET ROAD FUND LINE 2024,

The tender file may be acquired from the SOUTH WEST REGIONAL ASSEMBLY office at the Last door to the President's cabinet (Tel: 233 32 61 86) as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the regional assembly treasury) bearing the amount of THREE HUNDRED THOUSAND (300 000) FCFA. Such a receipt shall identify the concerned bidder.
Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should be submitted to the cabinet of the President of Regional Executive Council first floor of Regional Assembly B a receipt not later than at 10.00 a.m., local f istinct envelopes which shall be labelled as follows:

The maximum execution timeframe provided by the Project Owner for the execution of the works forming the subject of this invitation to tender is eight (08) months from the date of notification of service order to start work.
Each bidder must include in his administrative documents, a bid bond issued by a firstrate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shall be accompanied by a bid security worth of 6 000 000 FCFA (2% of the project amount) which is valid for thirty (30) days beyond the date of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided.

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall, in the presence of the bidders or duly authorized representatives
Eliminatory Criteria:
They are especially;
. Absence of bid bond
. False declaration or forged document
. A technical score of less than 70%,
. Proof of attestation of categorization by MINMAP — Category C. for road construction.
. Absence of quantified unit price.
. Incomplete administrative documents.
ll. Essential (main qualification) criteria
The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:
Experience of the enterprise (enterprise's references in road construction works);
Key personnel/staff to be mobilised;
Methodological note/organisation of the work site;
Equipment put at the disposal of the project;
Financial capacity (175 000 000 CFA francs to 400 000 000)
Execution deadline
The CONTRACT shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
