Within the execution of the SWRA 2024.Budget, THE PRESIDENT OF THE SOUTH WEST REGIONAL EXECUTIVE COUNCIL hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE SUPPLY OF LABORATORY EQUIPMENT FOR GHS ISANGELE (CHEMISTRY, BIOLOGY, PHYSICS AND GEOLOGY DEPARTMENT) IN ISANGELE SUBDIVISION NDIAN DIVISION

THE SUPPLY OF LABORATORY EQUIPMENT FOR GHS ISANGELE (CHEMISTRY, BIOLOGY, PHYSICS AND GEOLOGY DEPARTMENT) IN ISANGELE SUBDIVISION NDIAN DIVISION

The total estimated cost of the project after preliminary studies is TWENTY MILLION (20 000 000)) F.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities that are not under suspension by the authority in charge of public contracts.

The supply which forms the subject of this OPEN NATIONAL INVITATION TO TENDER shall be financed by the:SWU BUDGET 2024.BUDGETARY LINE: 222200

The OPEN NATIONAL INVITATION TO TENDER may be consulted during working hours (7:30 AM-3:30 PM) in SWRA at the President's cabinet upon publication of this tender notice.

The tender file may be acquired from the Cabinet of the President — Tel.' 233 32 61 86 as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the Regional Assembly Treasury) bearing the amount of FCFA 20 000 (Twenty Thousand francs CFA). Such a receipt shall identify the concerned bidder.

The deadline provided by the Project Owner for the execution of the supply is three (03) months from the date of notification of service order to start supply

The bids shall be o ened in a single phase. The administrative, technical and financial bids shall be opened on 29/04/2024 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

i.  Eliminatory criteria They are especially:

   Absence of bid bond

                         False declaration or falsified documents;

   Omission of a quantified item on the bill of quantities and cost estimates

                        Non-Satisfactory mark of Seventy (70) % of the main qualification criteria.

   Must be an accredited dealer in laboratory equipment

   Incomplete administrative documents after 48hrs of bid opening ii. Essential criteria

The evaluation criteria related to the qualification of bids will be binary as follows:

1 General presentation of the offer

2 Justification of the turnover of the company at least 20 000 000 F

3 Guarantee period of six months.

4  Pre financing Attestation of at least at 12 000 000 F

5 References of the Company

• General Reference of contracts of at least 20 000 000 F

6 Methodology and planning of execution of the supply;

7  Execution period less than or equal to that of the TENDER; ( 3 months)

8  Proof of acceptance of the contract conditions

9 technical sheet proposed by the contractor of;

The Jobbing order shall be awarded to the lowest bidder whose bids is in conformity with the technical requiremen of the OPEN NATIONAL INVITATION TO TENDER, in accordance with article 99 of the public contracts code.

The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
