Within the framework of the Execution of the 2024 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE CONSTRUCTION OF A SOLAR-POWERED BOREHOLES WITH OVERHEAD TANKS IN BIG MASAKA, MBONGE SUBDIVISION IN MEME DIVISION OF THE SOUTH WEST REGIO
The works that are subject of the present tender consist of:
Preliminary works;
Drilling works;
Design-Cleaning and Development-Pumping test;
Superstructure (tower, water tank of 5000L and fence)
installation Solar panel & solar pump;
distribution system ( stand taps)
Maintenance
The total estimated cost of all the after preliminary studies is twenty million 20,000,000) FCFA.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.
Works which form the subject of this OPEN NATIONAL INVITATION TO TENDER shall be financed by Regional Assembly 2024 Investment Budget. Imputations 220150

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the Cabinet of the President of the Regional Executive Council, first floor of the Regional Assembly Building not later than 07/05/2024 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:
Envelop A : administrative documents;(spiral bound with all pages numbered), Envelop B : technical offer;(spiral bound with all pages numbered), Envelop C: financial offer. (Spiral bound with all pages numbered).

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the .%/.C.Æ/2024 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall. In the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
- 1-Eliminatory criteria
Absence of bid bond;
False declaration or falsified documents;
Omission of a quantified task on the bill of quantities and cost estimates;
Incomplete administrative document after 48hrs of bid opening;
Non satisfaction of at least 70% of the main qualification criteria.

Methodological approach and relevance of proposed solutions;
References of the bidder (experience of at least three (03) years in similar works) (attach proof)
Availability of material and essential equipment
Experience of key supervisory staff
Financial capacity, Ten Million (10.000.000 FCFA);
Turnover, Access to credit or other financial sources Twenty Million (20.000.OOO FCFA);
The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
