Within the framework of the Execution of the 2024 MINISTRY OF PUBLIC WORKS INVESTMENT BUDGET, ROAD FUND LINE, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE SUPERVISION OF MAINTENANCE WORKS ON THE MUYUKA - MUNYENGE ROAD SECTION IN FAKO DIVISION, SOUTH WEST REGION (27 KM)
The services comprise of the following;
i. Supervision of execution process
Overseeing of the execution of works as prescribed in the Special Technical Clause (STC) and Special Administrative Clauses (SAC).
Scheduling and piloting of works
ii. Administrative process
Verification and validation of the execution documents (plans, work schedule, etc).
Producing and transmitting technical service orders.
Verification of quantities of works executed by the contractor.
Organisation and management of site meetings
Producing site meeting minutes and monthly reports.
Organisation of acceptance operations
Ensuring the production of as-built file after provisional acceptance
The estimated cost after preliminary studies is twenty million (20 000 000) CFA francs al taxes inclusive.
Participation is opened to all duly registered Cameronian enterprises with the necessary financial capacities who are not under suspension by the authority in charge of Public Contracts.
Work which formed the subject of this invitation to tender shall be financed by the MINISTRY OF PUBLIC WORKS INVESTMENT BUDGET, ROAD FUND LINE,

The tender file may be acquired from the SOUTH WEST REGIONAL ASSEMBLY office at the Last door to the President's cabinet (Tel: 233 32 61 86) as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the regional assembly treasury) bearing the amount of Twenty THOUSAND (20 000) FCFA. Such a receipt shall identify the concerned bidder.
Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should be submitted to the cabinet of the President of Regional Executive Council first floor of Regional Assembly Building not later than 07/05/2024 at 10.00 a.m., local time in three (03) distinct envelopes which shall be

The maximum execution timeframe provided by the Project Owner for the execution of th works forming the subject of this invitation to tender is eight (08) months from the date o notification of service order to start work.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shall be accompanied by a bid security worth of 400 000 FCFA (2% of the project amount) which is valid for thirty (30) days beyond the date ofvalidity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided.

The offers shall be opened in A si gle phase. The administrative, technical and financial bids shall be opened on, theat 11.00 a.m., local time by the South West Regional Assembly Internal Tender s Board in the conference hall, in the presence of the bidders o duly authorized representatives having full knowledge of the file (power of attorney).
I. Eliminatory criteria They are especially:
Absence of bid bond,
False declaration or forged document,
A technical score of less than 70%,
Incomplete administrative documents after 48hrs of bid opening,
Absence of quantified unit price,
Attestation of categorisation by MINMAP - Category C. for road construction.
Il. Essential (main qualification) criteria
The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:
Experience of the enterprise (enterprise's references in similar supervision works); Key personnel/staff to be mobilised;
Methodological note/organisation of the work site; Financial capacity 12 000 000 turnover of 30 000 000 CFA francs) Execution deadline
The Jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, i accordance with article 99(a) of the public contracts code. That is, it shall be awarded to th bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
