The mayor of the commune of Bassamba, Project Owner, is launching a National Open Call for Tenders for the execution of the operations indicated above. Budget Road Fund Program 2024 and 2025

The estimated cost of the operation following preliminary studies is indicated in the table above,

Participation is open on equal terms to all public works companies under Cameroonian law and established in Cameroon.

The works covered by this Call for Tenders are financed by the MINTP Budget, Road Fund line, 2024 and 2025 Program.

The Tender Document will be obtained at the Bassamba Town Hall (Procurement Service) in Bassamba upon presentation of a receipt for payment to the municipal revenue of Bassamba of a non-refundable sum as application fees call for tenders of: Two hundred thousand (200,000) CFA

Each offer written in French or English in seven (07) copies including one original and six (06) copies marked as such must reach the Bassamba Procurement Department no later than 24/04/2024 at 10 a.m., local time and must bear the words:

For the maintenance of sections of roads in the commune of Bassamba, Department of Ndé in emergency procedure

Section 1: CETIC de Bassamba - Carrefour Banyabo (2.5 km)

Section 2: District Health Center - Bassamba Town Hall (2.5 km)

“TO BE OPENED ONLY DURING THE COUNTING SESSION”.

The maximum execution time for the work is:

• Phase 1 (2024 Program): Four (04) months
• Phase 2 (2025 Program): Four (04) months

Each bidder must attach to their administrative documents, a bid bond established according to the model indicated in the Tender Document and the amount of which appears in the table above, and issued by one of the banks approved by the Minister in charge of Finance, or an insurance company.

The provisional security will be automatically released no later than 30 days after the expiry of the validity of the offers for unsuccessful bidders. In the event that the tenderer is successful in the contract, the provisional security will be released after the final security has been provided.

Under penalty of rejection, the required administrative file documents must be produced in originals or certified true copies by the issuing service or an administrative authority (Governor, Prefect, Sub-prefect, etc.), in accordance with the stipulations of the Special Regulations. of the Call for Tenders.

They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Invitation to Tender. The absence of the submission guarantee issued by a first-class bank/or insurance company approved by the Ministry of Finance constitutes elimination of the candidate.

NB. The Contracting Authority or the award committee reserves the right to request, at all stages of the award procedure, from bidders the presentation of original documents produced and failure to present may result in disqualification.

The opening of the folds will be done in one step. The opening of administrative documents, technical and financial offers will take place on 24/04/2024 at 11 a.m. by the Bassamba Internal Procurement Commission.

Main qualifying criteria

- Not having satisfied at least 70% of the criteria when analyzing the Offers;

- False declaration, falsified document or scanned document;

- Production of copies of the Offers in insufficient number (less than seven);

- Absence of a quantified unit price in the financial offer;

- Certification of previously certified documents;

- Absence of submission deposit at the end of the counting;

- Administrative documents missing or non-compliant not regularized within forty (48) hours.

- Absence of sworn certificate of non-abandonment of the project during the last 3 years.

Main essential criteria

The essential criteria relating to the qualification of candidates will relate to:

A. Management staff of the co-contractor (54 points);

B. BET references (10 points);

C. Material resources made available to the project (24 points);

D. Execution methodology, planning, site visit report (12 points).

The contract will be awarded to the tenderer presenting the lowest “evaluated” offer and meeting the technical and financial capacities (70% of the criteria) required resulting from the so-called essential or eliminatory criteria.

Validity period of offers

Bidders remain committed to their offer for ninety (90) days from the deadline set for submission of offers.
