Participation in this Call for Tenders is open on equal terms to companies under Cameroonian law operating in the field of hydraulics and having proven experience in the field of hydraulics.

Offers received after the deadlines for submission of offers will not be received.
The maximum execution time for the work planned by the Project Owner is 04 (four) months. This period runs from the date of notification of the service order to begin the work4.
Each bidder must attach to their administrative documents, a bid bond established according to the model indicated in the Tender Document and the amount of which is 894,200 (Eight Hundred and Fourty Fourteen Thousand Two Hundred) CFA francs and issued by one of the first-class banks approved by the Minister of Finance or an Insurance Company.
The provisional security will be automatically released no later than 30 days after the expiry of the validity of the offers for unsuccessful bidders. In the event that the tenderer is awarded the contract, the provisional security will be released after the final security has been provided.
Under penalty of rejection, the documents from the administrative file required must be produced in originals or certified true copies by the issuing service or an administrative authority (Governor, Prefect, Sub-prefect), in accordance with the stipulations of the Special Regulations of the Appeal of Offers.
They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Invitation to Tender.
Each offer, written in French or English and in seven (07) copies including one (01) original and six (06) copies, must arrive in closed envelopes, to the markets department of the Municipality of Bassamba no later than April 24 2024 at 10 a.m., and deposited against receipt.
The opening of the folds will be done in one step. The opening of administrative documents, technical and financial offers will take place on April 24, 2024 at 11 a.m. by the Bassamba Internal Procurement Commission.
The opening of the folds will be done in one time and in three stages:
- 1st step: Opening of envelope A containing the administrative documents (volume 1);
- 2nd step Opening of envelope B containing the technical offers (volume 2);
- 3rd step Opening of envelope C containing the financial offers (volume 3).
Chaque soumissionnaire peut assister à cette séance d’ouverture ou s’y faire représenter par une seule personne disposant d’un mandat (même en cas de groupement).

- N’avoir pas satisfait à au moins 70% (22/31) oui des critères à l’analyse des Offres;
- pièce falsifiée ;
- Production des exemplaires des Offres en nombre insuffisant (inférieur à sept) ;
- Absence d’un prix unitaire quantifié dans l’offre financière ;
- Certification des documents préalablement certifiés ;
- Absence de caution de soumission;
- Pièces administratives absentes ou non conformes non régularisées dans les quarante huit (48) heures

Le marché sera attribué au soumissionnaire présentant l’offre « évaluée » la moins disante et remplissant les capacités techniques et financières (70% des critères) requises résultant des critères dits essentiels ou ceux éliminatoires.
Les soumissionnaires restent engagés par leur offre pendant quatre-vingt-dix (90) jours à partir de la date limite fixée pour la remise des offres.
