As part of the éxecution of ihe Public Investment Budget (BIP), Fiscal Year2024, the Mayor of the commune of Bassamba is launching an Open National Cali for Tenders forsolar kit equipment work at the district médical center of Bassamba, in the Ndédepartment.

The work. subject of this Call for Tenders, includes the installation of an autonomous solar System aî the CMA of Bassamba

The estimated cost of the opération following preliminary studies is 30,000,000 (Thirty million) 

The work, subject ofthis Call for Tenders, will be carried out in one batch.

Participation in this Call for Tenders is open to companies with proven experience in theexécution of renewable energy projects.
Participation in the form ofagroup is permitted provided that the Leader is designated and the spécifie responsibilities of each member are clearly apparent.

The work, subject ofthis Cail for Tenders, \till be financed by the Public Investm^t Budget (BIP), Fiscal Year 2024.

TheTender Filecan be consulted during working hours at the Bassamba town hall upon publication of this notice.

TheTender Document (DAO) can beobtained at the Bassamba town hall, upon publication of this notice against présentation ofa receipt for payment to the municipal revenue ofBassamba ofa non- refundable sum of 30,000 (Trente thousand) Francs.CFA. Acopy of the receipt for this payment will be attached to the submission file.
When withdrawing thetender, bidders must register, leaving their fiill address. (B.P., Fax, Téléphoné, etc.).

Each offerwritten in French or English in seven (07)copies including one (01 ) original and six (06) copies marked as such must reach the Bassamba town hall (Markets Department), no later than April 24,2024 at 10a.m. local time in a sealed envelope addressed to the Mayorof Bassamba with the words:

The maximum period provided by the Project Owner for the exécution of the work covered by this Call for Tenders is four (04) months.

Each biddermust attach to their administrative documents a bid bond in the amounîof: 600,000 (Six hundred thousand) CFA Francs valid for thirty (30) days beyond the deadline for vaiidity of the bids, established by a bank fîrst class insurance company or an insurance companyapproved bythe Ministry ofFinance and listed in the DAO (Exhibit No. 13).

Under penalty of rejection, the required administrative file documents must be produced in originals or certified copies bythe issuing service or the compétent administrative authority in accordance with the stipulations of theSpécial Régulations of the Call for Tenders. They must be less than three (03) months old or have been established after the date of signatureof the Invitation to Tender.
Any incomplète Bid in accordance withthe requirements of the Invitation to TenderDocuments will be declared inadmissible. In particular, the absence of the bid bond issued by a first-rate bank approved by the Ministryof Finance or non-compliance with the modeis ofthe documents in the Tender Document will resuit in theoutright rejection of the offer. without any recourse.

The opening of administrative documents, technical and financial proposais will take place onApril 24,2024 at 11 a.m., by the Bassamba Procurement Commission.
Only bidders may attend this opening session or berepresented bya duly authorized person of their choice with perfect knowledge ofthe file.

1- Elimination criteria
The eliminatory criteria set the minimumconditions to be met to be admitted to the évaluation according to the essential criteria. Failure to comply with these criteria will resuit in the rejection of the bidder's offer.
These include:
- False déclaration or falsified documents;
- Absence ofthe submission bond at the end ofthe counting;
- Absence ofa quantified unit price in the financial offer;
- Production of copies ofoffers in insufficient number (less than seven);
- Administrative documents missing, non-compliant and not regularized within 48 hours.
- Submission not in accordance with the DAO model.
- Technical spécifications ofthe equipment do not comply with those requested.

The Project Owner will award the Contract to the Bidder whose offer has been evaluated as the lowest and deemed substantially compilant with the Tender Documents.

Bidders remain committed to their offers for ninety (90) days from the deadiine set for submission of offers.
