The General Manager of the National Civil Status Registration Office BUNEC, on behalf of the BUNEC, launches an Open National Call for Tenders for the supply and installation of splits at the BUNEC headquarter building.

The present bid is opened to all companies and enterprises registered in Cameroon.

The services of this bid are funded by National Civil Status Registration investment budget for 2017.

The tender documents can be consulted during working hours at the Department of Administrative and Financial Affairs, at the 3rd floor of BUNEC head office in Yaoundé, Door 303.

The tender documents can be obtained at the Department of Administrative and Financial Affairs BUNEC, at the 3rd floor of BUNEC head office in Yaoundé, Door 303, upon the presentation of a receipt attesting the payment of a non-refundable sum of thirty thousand francs (30 000)at BICEC, representing tender documents purchase cost.

Each bid either written in English or in French in 07 copies, that is the original plus 06 copies indicated as such, should be deposited at the Department for Administrative and Financial Affairs BUNEC, at the 3rd floor of BUNEC headquarters latest 25 MAY at 12 noon, local time, bearing the following :

The execution deadline for this bid is (01) month, as from the date of notification of award of contract detailing the beginning of the services.

The bids should be accompanied by a submission caution of two hundred thousand francs (200 000) F CFA.

This caution should be issued by a first category bank approved by the Ministry of Finance. The validity of this caution is one hundred and twenty (120) days. 

The opening of the envelopes will be done on the 15 MAY 2017 at 1 pm, local time, by the Internal Contracts Award Commission at BUNEC’s Conference Hallin Yaoundé, in the presence of the bidders or their representatives, with proofs that they have been mandated.

All bids that do not conform to the above prescription shall be declared inadmissible.

11.1. Eliminatory Criteria

The following are the elimination criteria:

• Incomplete administrative documents within 48h as from the opening of bids;
• Absence of original certificate and the guarantee of the equipment to be supplied;
• Falsified documents or false declaration;
• Technical score lower than 70%;
• Absence of the breakdown of flat-rate prices and/or sub details of unit prices.

11.2. Essential criteria

Technical bids will be evaluated following the binary notation systemand the essential criteria detailed in the evaluation grid. These essential criteria are based on the following:

• The technical characteristics of the splits;
• Business turn over;
• Financial capacity;
• Execution deadline;
• Human resources;
• Planning;
• The experience of the supplier;
• Bid services.

Only bidders who must have scored at least seventy (70) or above on their technical bids, shall be admitted for the rest of the proceedings.

The Bidders shall remain bound by their bids for 90 days from the deadline for the submission of tenders.
